GD&TĐ - A reader asks about the regulations regarding eligibility for tuition fee exemptions and reductions, and financial support for teacher training students.

Are teacher training students at a public school who have permanent residence in a particularly disadvantaged village/hamlet, a commune in Zone III of ethnic minority and mountainous areas, or a particularly disadvantaged commune, eligible for tuition fee exemptions, reductions, and study cost support? Clause 4, Article 17 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fee policies, exemptions, reductions, tuition fee support, learning cost support, and service prices in the field of education and training, stipulates that the subjects eligible for learning cost support include:

Preschool children, primary and secondary school students, and trainees attending continuing education institutions following the general education program, where they and their parent or guardian (if living with a guardian) have permanent residence and are studying at an educational institution in a particularly disadvantaged village/hamlet, a commune in Zone III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in coastal and island areas as defined by the competent authority, or studying at an educational institution in another area as defined by the local authority in cases where there is no educational institution in the particularly disadvantaged village/hamlet, a commune in Zone III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in coastal and island areas.

Therefore, based on the above regulations, teacher training students are not eligible for tuition fee support. However, the Government has issued Decree No. 116/2020/ND-CP dated September 25, 2020, amended and supplemented by Decree No. 60/2025/ND-CP dated March 3, 2025, which stipulates the policy on supporting tuition fees and living expenses for teacher training students.

Accordingly, teacher training students at educational institutions will receive full tuition support from the State, equivalent to the tuition fee charged by the teacher training institution where they study, and a monthly living allowance during their studies. The procedures and levels of support are detailed in Decree No. 116/2020/ND-CP.
