On May 19, 2026, Decree 112/2026/ND-CP on the international exchange of greenhouse gas emission reduction results and carbon credits officially came into effect, marking an important step in the process of forming a carbon market in Vietnam.

Decree 112/2026/ND-CP is considered a crucial "piece" in the process of perfecting the legal framework for Vietnam's carbon market. For the first time, the mechanism for international exchange of greenhouse gas emission reduction results and carbon credits is relatively fully regulated, creating a foundation for Vietnam to connect with the global carbon market.

According to the Ministry of Agriculture and Environment , the decree was drafted to internalize Article 6 of the Paris Agreement on climate change, while ensuring national interests in the process of fulfilling the Net Zero commitment by 2050.

One of the notable points is the clear regulation of the principle of corresponding adjustments to avoid double counting of emissions; the mechanism for managing greenhouse gas emission quotas; carbon credit management; and the international transfer of emission reduction results.

On May 19th, the Hanoi People's Committee held a groundbreaking ceremony for the Phu Ha Industrial Park in Thuong Phuc and Chuong Duong communes. This is considered a concrete step in the restructuring of the capital's industrial development space towards a modern, green, and sustainable direction. The Phu Ha Industrial Park covers approximately 174.88 hectares, with a total investment of over 2,900 billion VND, and is invested by Hoa Phu Invest Co., Ltd. – a member of Phu My Group. The project is being implemented in the southern gateway area of ​​the capital, directly connected to National Highway 1A, the Phap Van - Cau Gie Expressway, and the inter-regional transportation system.

According to the plan, the project will be implemented in the two communes of Thuong Phuc and Chuong Duong, possessing a strategic location at the southern gateway of the capital, directly adjacent to National Highway 1A, providing quick access to the Phap Van - Cau Gie expressway, the Ngoc Hoi - Phu Xuyen southern railway line, and also anticipating the advantages of the future North-South high-speed railway line.

Phu Ha Industrial Park is equipped with a comprehensive technical infrastructure system built to international standards, including internal transportation, electricity supply, water supply, wastewater treatment, telecommunications, and supporting services such as banking, fire prevention and fighting, and 24/7 security to ensure a safe and efficient production environment for businesses.

The Department of Domestic Market Management and Development, Ministry of Industry and Trade, has issued a document to the Departments of Industry and Trade of provinces and cities regarding the monitoring and inspection of the implementation of E10 bioethanol fuel. Accordingly, from now until May 31st, localities are required to intensify propaganda and raise awareness among petroleum businesses regarding compliance with the transition to E10 fuel. Simultaneously, they are to strengthen the dissemination of information about the safety and benefits of E10 bioethanol fuel to gain consumer consensus.

The Departments of Industry and Trade are also required to remind and closely monitor gasoline retail outlets to promptly complete the technical infrastructure, tanks, and pumps to switch to selling E10 bioethanol fuel according to the planned schedule.

In particular, gasoline retailers must strictly implement the transition to selling E10 fuel from June 1, 2026, to avoid any delays or disruptions in supply.

From June 1st, 2026, market management forces will coordinate with relevant agencies to strengthen inspections of gasoline and diesel fuel businesses in the area; resolutely handling violations such as trading in the wrong types of fuel according to the schedule, hoarding causing supply shortages, arbitrarily stopping sales without justifiable reasons, speculating on unreasonable price increases, and other legal violations.

Notably, the Department of Domestic Market Management and Development requires market management forces at all levels and officials in charge of the area to be held responsible if retail gasoline stations fail to comply with the conversion roadmap; if serious violations or prolonged, complex developments occur, causing instability in the gasoline market in the area without timely detection and handling.

One of the leading businesses in the transition to E10 gasoline is Vietnam Oil Corporation (PV Oil). This company has implemented the sale of E10 gasoline at 1,000 gas stations nationwide, marking a major step in the development of biofuels and the green energy transition in Vietnam.

Meanwhile, at the Vietnam National Petroleum Group (Petrolimex), a representative stated that, in order to implement the E10 gasoline sales roadmap as regulated, the company has developed a nationwide E10 gasoline business plan for April and is ready to accelerate the complete replacement of conventional gasoline ahead of schedule if conditions permit.

Expanding the use of E10 gasoline is an inevitable trend aimed at reducing greenhouse gas emissions, limiting environmental pollution, and reducing dependence on fossil fuels.

In the coming period, the Vietnamese petroleum market is expected to gradually shift towards biofuels and clean fuels in line with the national sustainable development strategy.

The Quang Tri Party newspaper published an article titled: Removing 'bottlenecks' to boost import and export activities.

On the morning of May 19th, Comrade Nguyen Van Phuong, Member of the Central Committee of the Party and Secretary of the Quang Tri Provincial Party Committee, chaired a working session with the Provincial People's Committee and relevant departments and agencies on promoting import and export activities in the province.

Concluding the meeting, Comrade Nguyen Van Phuong, Secretary of the Provincial Party Committee, emphasized: Quang Tri has a particularly important position on the East-West Economic Corridor, serving as a trade link between Vietnam and countries in the region. The U.S. Department of Agriculture (USDA) has just released its global rice trade report with several noteworthy forecasts. According to the USDA, this year Vietnam continues to surpass Thailand (7 million tons) to maintain its position as the world's second-largest rice exporter with a production of approximately 7.9 million tons. However, Vietnam also ranks second in the world for rice imports with about 3.9 million tons, only behind the Philippines with 5.5 million tons.

Vietnam imports more rice than China (3.3 million tons), Nigeria (2.9 million tons), the European Union (2.3 million tons), and Iraq (2 million tons). The USDA even forecasts that by 2027, Vietnam's rice imports could increase to 4 million tons, while the Philippines' could reach 5.6 million tons. According to the USDA, this is due to tight domestic supply, leading to increased demand for rice imported from Cambodia for milling, processing, and re-export.

According to the Ministry of Agriculture and Environment, in the first four months of 2026, Vietnam's rice exports reached 3.3 million tons, earning $1.57 billion, a decrease of 2.3% in volume and 11.1% in value compared to the same period in 2025. The rice industry recorded a trade surplus of $957 million, meaning Vietnam spent approximately $613 million on rice imports during the same period.
