Digitizing school records: Enhancing administrative efficiency.

Circular 15/2026/TT-BGDĐT (Circular 15) of the Ministry of Education and Training allows for the digitization of school records and documents, creating a basis for promoting digital transformation, reducing administrative pressure, and improving governance efficiency in educational institutions.

Reduce paperwork and record-keeping burdens.

Circular No. 15, which promulgates the regulations for primary, secondary, and high schools, as well as multi-level general education schools, has officially come into effect. One of the new points that has attracted particular attention from administrators and teachers is the permission to digitize records and documents and to implement electronic management.

In Phu Tho province, the application of information technology in education management has been implemented for many years. However, Circular 15 provides a more legal basis for schools to accelerate digital transformation in a more unified and synchronized manner.

According to the new regulations, teachers' records are streamlined and can be processed electronically. This is considered a significant step in the administrative reform of the education sector, contributing to reducing the burden of paperwork for teachers.

Previously, at many educational levels, teachers had to maintain numerous types of manual record books such as class registers, student tracking logs, teaching plans, etc. This was not only time-consuming but also made it difficult to store and retrieve data.

At the primary school level, teachers must constantly monitor students' learning and development, resulting in a large volume of records. Therefore, digitization is considered necessary and appropriate to the current requirements of educational management reform.

Mr. Nguyen Tien Dung, Principal of Phu Loc Primary School (Phu Ninh commune, Phu Tho province), believes that Circular 15 has clarified the list of teacher's records and allowed the use of electronic records, contributing to reducing duplication in record keeping.

According to Mr. Tien Dung, applying digitalization will make updating student learning results and assessments faster and more convenient. The school administration will also find it easier to check, monitor, and manage data centrally.

"This is an important step, helping teachers reduce administrative pressure so they can dedicate more time to their professional development, innovate teaching methods, and support students," said Mr. Tien Dung.

In reality, many educational institutions in Phu Tho province have shown that the use of electronic student records, electronic gradebooks, and school management software is gradually changing traditional management methods. When records are digitized, data storage and retrieval become more convenient, reducing the loss of paper documents and decreasing the workload for teachers.

Furthermore, the regularly updated data on the electronic system helps the school proactively monitor students' learning and training progress; and effectively serves reporting, statistics, and professional management purposes.

From digitizing records to digital school management.

Beyond simply reducing the workload for teachers, digitizing records also opens up new avenues for modern and transparent school management.

At the lower secondary level, the volume of data to be managed is substantial, ranging from academic results and student conduct to experiential activities. Manually compiling and reporting data would be time-consuming. Therefore, digitizing records is considered fundamental to standardizing data and improving management efficiency.

Ms. Tran Thanh Hai, Principal of Van Lung Secondary School (Phu Tho Ward, Phu Tho Province), stated: Circular 15 has clearly defined the school's management record system and encourages its implementation in a digital environment. At the secondary school level, student management data is quite extensive, ranging from academic results and conduct to other educational activities. Manual compilation would be time-consuming and prone to errors.

By digitizing, schools can build a centralized data repository, facilitating faster and more accurate reporting and evaluation of educational quality. Simultaneously, electronic data storage contributes to increased transparency in management.

At the high school level, digital transformation is not limited to digitizing records, but is also linked to comprehensive innovation in governance and teaching organization.

Mr. Trieu Tri Phu, Principal of Long Chau Sa High School (Lam Thao commune, Phu Tho province), assessed that Circular 15 creates an important legal framework for high schools to implement digital governance models more synchronously.

According to Mr. Tri Phu, digitizing teacher and student records, electronic report cards, and electronic gradebooks helps schools manage data centrally and effectively utilize information to support professional guidance. Based on digital data, schools can analyze student learning outcomes more quickly, thereby supporting innovation in teaching methods and improving the quality of education.

In Phu Tho province, many educational institutions have proactively implemented digital platforms in management and teaching. However, previously, implementation lacked uniformity among different units. The issuance of Circular 15 is expected to create uniformity in the implementation of electronic records in schools.

It can be seen that Circular 15 of the Ministry of Education and Training not only adjusts regulations on records and documents, but also creates a basis for promoting digital transformation in education. Digitizing records is a concrete step in the roadmap for modernizing education management, in line with the requirements of fundamental and comprehensive reform of education and training.

Based on the experience in Phu Tho, when implemented comprehensively, digitalization not only helps reduce administrative pressure on teachers but also improves management efficiency, creating conditions for schools to focus on the core task of improving the quality of teaching and learning.

In the coming period, along with the completion of technological infrastructure and the enhancement of staff capacity, digital transformation in education in Phu Tho is expected to continue to spread strongly, contributing to building a modern, effective education system that meets the development requirements of society.
