Located in a mountainous area, Nam Co is heavily affected by natural factors; the terrain here is mainly high mountains, steep slopes, deep streams, and the population is scattered. Especially during the rainy season, landslides and flash floods frequently threaten the homes and property of the people.
In this context, the demolition of temporary and dilapidated houses has been identified by the commune's Party committee and government as an urgent task, a prerequisite for people to feel secure in their work and production.

In 2025, housing support in Nam Co was implemented vigorously, with a total of 157 houses supported for new construction and repair. Of these, 109 houses were under the "Housing Support for Poor Households" project, and 48 houses were implemented through social mobilization.
The total resources mobilized for this work reached over 17.1 billion VND, with the capital structure consisting of 57.7% from the State, 26.5% from the people's counterpart funds, and 15.8% from socialized capital.
As one of the households benefiting from this policy, Mr. Trang A Dinh from Co Mong village, Nam Co commune, shared: "In 2018, due to the impact of natural disasters, my family's life was very difficult, and we didn't have the means to build a house. In 2025, receiving support to build a new house, I am very happy and grateful to the State for creating conditions to help my family have a new, safe place to live. This is a motivation for my family to strive to develop the economy and improve the quality of life."
Completing the demolition of temporary housing not only ensures people's safety against natural disasters but also creates a great morale boost to focus on economic development.
Providing livelihoods, changing production mindsets.
Alongside stabilizing housing, the livelihood issue was addressed through a shift from direct support to support for production materials. Implementing national target programs and resolutions of the Provincial People's Council, Nam Co commune has deployed many livestock and crop farming models suitable to the local soil conditions.

Thanks to supportive policies, many commercial livestock farming models have emerged, contributing to increased income for local people.
Specifically, in 2025, the locality received and distributed 82 buffaloes, 93 cows, and 12 horses from programs supporting poor households, near-poor households, and newly-escaped-from-poverty households.
The model of planting new VH6 pear trees has also been tested locally on an area of 8.7 hectares. In total, during the past period, 232 households have directly benefited from these production support projects.
The effectiveness of livelihood support programs in Nam Co has been proven by real-world figures at the grassroots level. Providing plant and animal breeds not only helps increase income but also contributes to changing people's mindset from subsistence farming to commodity production. This is a key factor in achieving sustainable poverty reduction in ethnic minority areas.
Creating sustainable income streams from forest conservation.
With a total forest area of over 10,463 hectares, forest management and protection in Nam Co not only has ecological significance but also brings considerable income to the people through the policy of payment for forest environmental services.
In 2024, the total amount of forest environmental service fees received by the commune to pay the people was over 6.48 billion VND. This is a stable source of income, helping people have more capital to reinvest in production and cover their living expenses.
This policy has had a positive impact on the community's awareness of forest protection and achieved many results: the number of violations of forestry laws has decreased sharply, with only 7 minor violations occurring in the entire commune in 2025, all of which were handled administratively; the commune's forest cover rate has been maintained at 59.72%; and people are increasingly aware of the rights and responsibilities associated with preserving the greenness of the protective forests.

Enhancing the leadership role of Party committees and government
Besides the people's efforts to improve their economic situation, the achievements in poverty reduction in Nam Co are significantly contributed by the leadership and management of the local Party committee and government, especially after the implementation of the two-tiered local government model.
The clear assignment of specific tasks and responsibilities has helped policies be implemented effectively. As a result, by 2025, the poverty rate in the commune had decreased from 57% to 43% (a reduction of 150 households); and the average per capita income reached over 28.8 million VND/year.
Regarding future directions, Comrade Sung A Dinh - Standing Vice Chairman of the People's Committee of Nam Co commune, added: In 2026, Nam Co commune will continue to focus on poverty reduction, maximizing and effectively utilizing social resources as well as capital from national target programs to improve people's lives. At the same time, it will concentrate on developing local strong crops such as hawthorn (wild apple), glutinous rice; and developing livestock such as buffalo, cattle, goats, and pigs...
Despite facing numerous challenges due to harsh natural conditions and a low starting point, with comprehensive solutions ranging from resettlement and livelihood support to leveraging forest advantages, Nam Co is gradually realizing its goal of sustainable poverty reduction, contributing to changing the face of rural highlands.
