The reduction and simplification of administrative procedures related to production and business activities is not just a typical administrative reform effort, but also a strong commitment and decisive action to create a transparent and attractive investment environment in the context of deep integration and increasingly fierce competition. The program is implemented based on an analysis of the current administrative procedure system, clearly identifying bottlenecks and barriers that are hindering business development and reducing the province's investment attractiveness.
According to Ho Van Mung, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, the overarching goal of the program is to create a favorable, healthy, and fair business environment in the province. In particular, it places the people and businesses at the center, as the driving force and goal of development; and uses the satisfaction of the people and businesses as a measure of the quality of service provided by state administrative agencies at all levels in the province.
This will enhance the province's competitiveness, contributing to ensuring growth targets; and improve the effectiveness and efficiency of state management. It will promote decentralization and delegation of authority in administrative procedures, linked with resource allocation and emphasizing the responsibility of implementation at all levels and sectors. It will continue comprehensive reforms and improve the efficiency of the "one-stop shop" and "integrated one-stop shop" mechanisms, ensuring transparency and openness; and implementing administrative procedures regardless of administrative boundaries.
By 2025, all levels, sectors, localities, and units will reduce and simplify administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reducing the processing time and compliance costs of administrative procedures by at least 30%. 100% of administrative procedures related to businesses will be implemented online, smoothly, seamlessly, efficiently, ensuring transparency and minimizing paperwork. 100% of administrative procedures will be implemented regardless of administrative boundaries within the province.

The coordinating units have completed 100% implementation of the plan on decentralizing authority for resolving administrative procedures. 100% of internal administrative procedures between state administrative agencies and within each state administrative agency have been reviewed, reduced, simplified, streamlined, and reduced in processing time and costs; revised and improved to suit the implementation of streamlining and reorganizing the apparatus, ensuring smooth and efficient operation.
Specify the task
Accordingly, the focus will be on promoting the provision of administrative procedures electronically. This includes digitizing 100% of administrative procedure records and results; completing the construction, upgrading, and development of national and specialized databases to ensure data is "accurate, complete, clean, and active," and connecting and sharing data to support the implementation of administrative procedures and the provision of public services. Coordination will be undertaken to improve and upgrade the National Public Service Portal; the provincial administrative procedure information system will be improved and upgraded; and efforts will be made to develop the National Public Service Portal on the National Data Center to become a single "digital one-stop shop," providing centralized online public services nationwide.
The entire province will organize the reception, processing, and delivery of results for administrative procedures regardless of administrative boundaries for procedures under its jurisdiction. The authority to receive and deliver results for administrative procedures will be expanded, or reception, processing, and delivery of results for administrative procedures will be allowed regardless of administrative boundaries within the province, especially for procedures with a processing time within a working day. Chairman of the People's Committee of An Giang province, Ho Van Mung, requested that administrative procedure reform be implemented synchronously, uniformly, with a focus on key areas, in accordance with the province's practical conditions, and with "5 clear points" (clear person, clear task, clear time, clear result, clear responsibility) in the process of reducing and simplifying administrative procedures. He emphasized the need to closely link the reduction and simplification of administrative procedures with the application of science and technology , digital transformation, and the streamlining of the organizational structure. He also stressed the importance of effectively mobilizing and utilizing all resources, the participation of all levels, sectors, experts, and businesses, and fostering social consensus.
