Dong Anh submits proposal to district

The Dong Anh District government submitted a proposal to the Hanoi People's Committee and the Department of Internal Affairs on June 21st regarding the establishment of Dong Anh District and its wards.

According to the plan, Dong Anh is oriented to develop into a high-tech industrial, service, financial, trade, and international transaction center in the area north of the Red River, playing a driving role in development in the north of the capital.

Dong Anh District was established based on its existing natural area of ​​185 km2, population of 437,000 people, and 24 communes and towns. After becoming a district, Dong Anh has 24 wards including: Dong Anh, Bac Hong, Co Loa, Dai Mach, Dong Hoi, Duc Tu, Hai Boi, Kim Chung, Kim No, Lien Ha, Mai Lam, Nam Hong, Nguyen Khe, Tam Xa, Thuy Lam, Tien Duong, Uy No, Van Ha, Van Noi, Viet Hung, Vinh Ngoc, Vong La, Xuan Canh, and Xuan Non.

Administratively, the district is bordered to the east by Tu Son City and Yen Phong District ( Bac Ninh Province); to the west by Me Linh District and Dan Phuong District; to the south by Gia Lam District and Long Bien District; and to the north by Soc Son District, with the Ca Lo River forming the boundary. The district has met 5 out of 5 criteria for establishing a district and 4 out of 4 criteria for establishing a ward (social infrastructure; urban technology; environmental sanitation; architectural landscape...).

The district also organized a consultation with voters and representatives of the People's Council at all levels. The results of the voter consultation on June 11 showed that over 99% agreed with the proposal to establish Dong Anh district and its wards. However, voters suggested that after the wards are established, some names with long-standing cultural and historical significance should be retained; continued investment in cultural centers, playgrounds, and community activity points should be made; and more attention should be paid to environmental issues and clean water.

Dong Anh is located 13 km from Noi Bai International Airport and is home to many major arterial roads such as Thang Long - Noi Bai (Vo Van Kiet road), Nhat Tan - Noi Bai expressway (Vo Nguyen Giap road), the extended National Highway 5 (including Truong Sa and Hoang Sa roads), National Highway 3, etc. Two railway lines run through Dong Anh, connecting the center of Hanoi with Thai Nguyen and Lao Cai provinces.

The district has two large industrial zones: Bac Thang Long and Dong Anh; and three industrial clusters: Nguyen Khe, Lien Ha, and Van Ha. In addition, the district has several famous traditional craft villages such as: wood carving and fine art wood products in Van Ha, Thuy Lam, and Lien Ha communes; lacquerware and spray-painted plywood production in Lien Ha, Bac Hong, and Thuy Lam communes; and steel and mechanical engineering in Duc Tu commune.

In addition to existing urban and concentrated residential areas, the district has been developing new urban areas such as Eurowindow River Park in the Dong Hoi resettlement area, Kim Chung, etc.

According to the Dong Anh District People's Committee, the establishment of a district will have a strong impact on the economic growth of the district in particular and Hanoi city in general. However, becoming a district will also present certain difficulties, especially the lack of synchronized infrastructure; and the limited environmental protection habits and lifestyles of some residents.

Socio-economic development and urbanization during the industrialization phase will lead to many new problems such as: shrinking agricultural land; increased migration of rural laborers to urban areas in search of employment, creating pressure on job and housing needs.

The proposal to establish Dong Anh district will be submitted to the Hanoi City People's Council for consideration and approval at the meeting in early July, and the city will finalize the dossier to submit to the Government and the Standing Committee of the National Assembly by the end of 2023.

Hanoi currently has 12 districts (Ba Đình, Đống Đa, Cầu Giấy, Tây Hồ, Bắc Từ Liêm, Nam Từ Liêm, Thanh Xuân, Hai Bà Trưng, ​​Hoàn Kiếm, Hoàng Mai, Hà Đông, Long Biên), 17 counties (Đông Anh, Gia Lâm, Ba Vì, Mê Linh, Quốc Oai, Thanh Oai, Chương Mỹ, Mỹ Đức, Sóc Sơn, Thanh Trì, Phú Xuyên, Đan Phượng, Hoài Đức, Phúc Thọ, Thạch Thất, Thường Tín, Ứng Hòa) and Sơn Tây town.

The city aims to have 3-5 districts upgraded to urban districts during the 2021-2025 period, prioritizing resources and completing the criteria to upgrade Dong Anh and Gia Lam districts to urban districts by 2023.
