With a spirit of unity and determination to overcome all difficulties, the Party Committee, government, and people of Dong Da ward have successfully completed their tasks in 2025 - the first year of operating the two-tiered local government model.

Entering 2026, the ward will continue to strive and compete, determined to realize the goal of building a "Cultural, Civilized, and Modern" ward, making a worthy contribution to the overall development of the Capital.

Initial success lays a solid foundation.

Looking back at 2025, it was a particularly significant year, marking a turning point as Dong Da Ward officially began operating under a two-tiered local government model. It was also a year of many important political events for the capital and the country, creating both opportunities and challenges. In the context of a newly established administrative structure, a large administrative area with a large population, a significant workload, and increasingly demanding tasks, the Ward Party Committee focused on comprehensively leading and directing all aspects of its work.

According to Nguyen Ngoc Viet, Secretary of the Party Committee and Chairman of the People's Council of Dong Da Ward: "After 7 months of operating the two-tiered local government model, it can be affirmed that in all fields, from Party building to socio- economic development, administrative reform, and digital transformation, positive changes have been recorded. Many collectives have strived to excellently complete their tasks, gradually affirming the role and position of Dong Da as a key, dynamic administrative unit of the Capital. Initially, the ward has created trust and enthusiasm among Party members and the people regarding a government model that is close to the people, serving the people, and all for the satisfaction of the people."

Under the leadership and guidance of the Party Committee, the flexible and effective management of the People's Committee of the ward, and the efforts of all levels, sectors, the business community, and the people, the socio-economic situation of the ward has remained stable, and the economy has maintained a relatively high growth rate. Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dong Da ward, Trinh Huu Tuan, shared: The ward has completed and exceeded 11 out of 11 socio-economic development targets for 2025. Revenue collection in the ward (from July 1st to December 15th, 2025) is 79.9 billion VND/25.8 billion VND, reaching 309.7% of the city's budget estimate. Budget expenditure (from July 1st to October 31st, 2025) is 226 billion 579 million VND, reaching 87.5% of the city's allocated budget estimate.

In addition, the ward has resolutely implemented measures to address five bottlenecks, mobilizing the entire political system from the ward level to the people; many long-standing issues are being gradually resolved or showing significant improvement. Furthermore, the ward has completed two projects that had been pending since 2008 and is focusing on land clearance to begin construction of community service projects.

Administrative reform and digital transformation have been identified by the Ward People's Committee as key priorities. The rate of timely and early processing of applications consistently remains high, contributing to the development of a friendly and service-oriented government. Simultaneously, cultural, social , health, and educational sectors are also comprehensively addressed. The ward has fully and promptly implemented policies for war veterans and social welfare beneficiaries, ensuring robust social security.

In particular, the spirit of mutual support and solidarity among the officials and people of Dong Da ward shone brightly during the most difficult times. Through two devastating storms and floods, the ward wholeheartedly shared and assisted the people in the flood-affected areas with over 5 billion VND and tons of essential supplies. With these outstanding achievements, the collective of officials and people of the ward were honored with a Certificate of Commendation from the Chairman of the Hanoi People's Committee and recognized as an outstanding unit in implementing social welfare.

At the end of 2025, the Party Committee of the ward proudly received the ranking from the Standing Committee of the Hanoi City Party Committee as a unit that excellently completed its tasks, maintaining its tradition as a leading example in the emulation movements of Hanoi city.

Breakthrough development orientation

The year 2026 presents Dong Da with many opportunities and advantages, as well as numerous difficulties and challenges. However, the Party Committee, the government, and all the people of Dong Da ward have set key tasks, continuing to strive for sustainable economic development; strengthening the management of planning, construction, and development of a clean, beautiful, and civilized urban area associated with environmental protection; focusing on building a cleaner and stronger Party and political system; continuing to develop culture, health, education, and ensuring social security; consolidating national defense, maintaining political security and social order; promoting administrative reform; tightening discipline and order, and enhancing the responsibility of leaders…

Chairman of the People's Committee of Dong Da Ward, Trinh Huu Tuan, stated: Based on that, the ward has set several key targets: State budget revenue in the ward reaching 10,888 billion VND; the percentage of families recognized and maintaining the title of "Cultural and Healthy Family" reaching 95% or higher; and the percentage of residential groups recognized and maintaining the title of "Cultural and Healthy Residential Group" reaching 90% or higher. These goals require perseverance and close coordination between the government and all levels of the people.

Nguyen Ngoc Viet, Secretary of the Ward Party Committee, affirmed: In the coming time, Party committees, government agencies, the Fatherland Front, and political and social organizations will closely follow the Resolution of the 1st Ward Party Congress, term 2025-2030, updating the consistent guidance of the Central Committee, the General Secretary, and the City Party Committee with the 7 strategic resolutions of the Party and the 7 requirements and tasks for the new term. In particular, the 5 bottlenecks must be overcome in 2026. At the same time, the ward will focus on implementing key projects: prioritizing the renovation of old apartment buildings, investing in information technology infrastructure, standardizing digital infrastructure, and social infrastructure such as standardizing school facilities, prioritizing other public institutions, and smart urban management…

With the motto "Hanoi says it and does it - does it quickly, does it correctly, does it effectively," the ward is committed to completing every assigned task thoroughly, bringing genuine satisfaction to the people. Dong Da's vision is to build a distinctive value system: "Government serving - Businesses contributing - Society building trust - People's happiness." This is the ideological foundation for building the ward into a livable and desirable place to contribute to in the capital city.

Currently, in these days, the entire ward is focusing its efforts on preparing for Tet (Lunar New Year) for the people. With the spirit of "everyone should have a Tet, no one should be left behind," the authorities at all levels are actively caring for disadvantaged households and families entitled to preferential policies, while maintaining security and order so that people can celebrate the Year of the Horse (2016) joyfully and safely. Alongside this, they are also organizing the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Welcoming 2026 with renewed vigor and high determination from the entire political system and all sectors of the population, the Party Committee, government, and people of Dong Da Ward are united in promoting the spirit of "Unity - Democracy - Discipline - Creativity".
