Comrade Thach Van Chung holds the position of Chairman of the Bac Ninh Provincial Federation of Labor.

The Executive Committee of the Bac Ninh Provincial Federation of Labor Unions was introduced at the Congress.

The congress was attended by 300 official delegates, representing nearly 600,000 union members and workers in Bac Ninh province.

The congress's theme is: "Enhancing the capacity to represent, care for, and protect the legitimate rights and interests of workers; continuing to build a workforce of skilled and professionally-minded workers in Bac Ninh, meeting development requirements; contributing to building Bac Ninh into a centrally-governed city before 2030."

Attending the Congress were comrades: Nguyen Dinh Khang, Member of the Central Committee of the Party, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor ; Nguyen Hong Thai, Member of the Central Committee of the Party, Secretary of the Bac Ninh Provincial Party Committee; leaders of the Vietnam General Confederation of Labor, Bac Ninh province….

The Congress announced the decision of the Presidium of the Vietnam General Confederation of Labor to appoint the Executive Committee of the Bac Ninh Provincial Labor Union, term 2025-2030, consisting of 45 members; and the Standing Committee consisting of 15 members. Comrade Thach Van Chung was appointed to the position of Chairman of the Bac Ninh Provincial Labor Union.

At the same time, 26 official delegates and 2 alternate delegates were appointed to attend the 14th Congress of the Vietnam Trade Union.

Comrade Thach Van Chung delivered a speech at the Congress.

For the 2025-2030 term, the Bac Ninh Provincial Federation of Labor aims to build a comprehensively and sustainably developed trade union organization; effectively perform its function of representing and protecting the legitimate rights and interests of union members and workers; and prioritize the development of union membership and the establishment of grassroots trade unions as a central and continuous task.

At the same time, we will continuously improve and enhance the material and spiritual lives of union members and workers; raise awareness of discipline and industrial work style, and build the image of the working class in Bac Ninh.

To innovate the content and form of political and ideological propaganda and education; to build a workforce of workers with strong political convictions, industrial work style, labor discipline, and high skill levels, the Bac Ninh Provincial Federation of Labor needs to improve the effectiveness of patriotic emulation movements by focusing on depth, linking them with digital transformation and green transformation; encouraging innovation, promoting initiatives, and improving technical skills among workers in accordance with the spirit of Resolution No. 57 of the Politburo.

In addition, provincial trade union levels need to focus on developing union membership, establishing grassroots trade unions, especially in private enterprises; improving the quality of trade union officials; strengthening women's affairs work, and caring for the children of workers.

At the same time, proactively innovate the organization and operating methods in the context of streamlining the apparatus, promoting digital transformation, building a digital trade union, and ensuring unified, effective, and efficient operation.

The goal is that by the end of the term, at least 85% of units and enterprises with trade union organizations will have conducted collective bargaining and signed collective labor agreements with more favorable provisions than those stipulated by law; 95% of grassroots trade unions will participate in implementing the Regulations on Democracy at the Workplace; 100% of grassroots trade unions in public service units will coordinate the organization of conferences for officials, civil servants, and employees; and 90% of grassroots trade unions in enterprises will coordinate the organization of employee conferences and workplace dialogues.

By the end of the term, the entire province had recruited 200,000 new trade union members; established trade unions in 100% of enterprises with 25 or more workers. 100% of cases involving trade union members and workers seeking to resolve labor disputes in court had trade union representatives participating or receiving support from the trade union...

To achieve its set goals, the Bac Ninh Provincial Federation of Labor has outlined nine solutions and three breakthroughs: improving the effectiveness of dialogue and collective bargaining; increasing the quantity and quality of collective labor agreements; and contributing to building harmonious, stable, and progressive labor relations.

Focus on building strong grassroots trade unions; improving the quality of trade union officials. At the same time, build and develop a modern and strong working class in the province; one with the courage, qualifications, expertise, professional skills, industrial work ethic, and labor discipline to adapt to the requirements of building a rapidly, comprehensively, and sustainably developing Bac Ninh province.

Speaking at the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang and Secretary of the Bac Ninh Provincial Party Committee Nguyen Hong Thai praised and acknowledged the achievements of the Bac Ninh Provincial Trade Union at all levels in the past period.

Suggesting some key directions for the next term, the Chairman of the Vietnam General Confederation of Labor and Secretary of the Bac Ninh Provincial Party Committee proposed that the Bac Ninh Provincial Confederation of Labor should continue to focus on improving the quality of representation and protecting the legitimate rights and interests of workers; proactively participate in resolving pressing issues such as employment, wages, social insurance, housing, cultural institutions, etc.; and effectively coordinate in promoting solutions for building social housing for workers to rent, buy, and lease-to-own.

Promote collective bargaining and the signing of labor agreements with more favorable terms than those stipulated by law. Strengthen monitoring, critical review, and recommendations to protect workers in accordance with the law.

Along with innovating the content and form of political and ideological propaganda and education; building a workforce of workers with strong political convictions, industrial work style, labor discipline, and high skill levels, the Bac Ninh Provincial Federation of Labor needs to improve the effectiveness of patriotic emulation movements by focusing on depth, linking them with digital transformation and green transformation; encouraging innovation, promoting initiatives, and improving technical skills among workers in accordance with the spirit of Resolution No. 57 of the Politburo.
