The newly established Bim Son Ward possesses many of the characteristics of a smart, modern urban area. It houses numerous agencies, units, schools, commercial centers, service facilities, banks, etc.; and has industrial zones, industrial clusters, and FDI enterprises. Inheriting and building upon the achievements of the former Bim Son Town Party Committee, and acting as the driving force in the northern part of the province, along with its existing potential and advantages in information technology infrastructure and physical infrastructure, Bim Son Ward has a crucial foundation for breakthrough development.
In particular, the achievements from digital transformation have created significant potential for building a smart city in Bim Son ward. The former administrative units of the current ward have pioneered the implementation of digital transformation with many outstanding results. These include the expansion of telecommunications infrastructure, providing mobile coverage to 100% of residential areas; 85% of residents in the area now use cashless payment methods. The ward has over 450 businesses and production facilities, of which nearly 30% have applied information technology and e-commerce; and over 1,200 business households, of which over 70% use electronic invoices.
Since the establishment of a two-tiered local government system, the ward has intensified investment in digital infrastructure linked to the development of digital government, digital citizens, and digital businesses, as well as the effective implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation. Activities such as providing public administrative services, the electronic one-stop service system, document management systems, operational systems, and electronic signatures have been effectively implemented. At the ward's Public Administrative Service Center, digital transformation is progressing strongly. The ward People's Committee has upgraded its internet network infrastructure, dedicated database transmission lines, and provided public Wi-Fi at agencies, units, and 35 residential areas within the ward.
To reduce time and costs for organizations and citizens and improve service quality, the People's Committee of the ward, in coordination with relevant units, has implemented training courses to enhance digital skills for officials and civil servants to support people and businesses in effectively using online public services. The ward has also established 35 community digital technology teams in 35 residential areas with 128 members to disseminate information and support people in installing VNeID, using online public services, and making cashless payments. Along with this, the ward is gradually building a shared database system to serve urban management, security and order, health, education , and the environment. It is also promoting investment in high-speed internet infrastructure, surveillance camera systems, smart lighting, and traffic management using technology, aiming to build Bim Son into a smart city.
As one of the pioneering units in digital transformation, every activity of the Women's Union of Bim Son Ward is partially or fully digitized, from online meetings and membership management to monitoring of various models. The Chairwoman of the Women's Union of Chu Thi Thu ward shared: “To improve management and operational capacity and expand interaction with members, the Women's Union of the ward has strongly applied information technology in its activities. In addition to regularly maintaining the website, fanpage, and Zalo group established by the union, the Women's Union of the ward has deployed the application "AI Assistant - Thanh Hoa Women Live Confidently - Understand the Law" to contribute to raising awareness among members and women about the role, position, and importance of science, technology, innovation, and digital technology in the current period. Through the AI application, officials, members, women, and people can easily look up and understand laws and sub-laws related to women and children; projects, programs, and plans of the province on women's affairs, gender equality, child protection, and digital transformation..."
To address the difficulties and obstacles in implementing the two-tiered local government system, the ward police have also established guidance teams at the ward's Public Administrative Service Center and neighborhood cultural centers, and have intensified guidance for citizens on registering and activating electronic identification accounts; instructing citizens on how to protect personal information, identify online fraud, and safely use the VNeID application; integrating documents into the VNeID application; and resolving data errors. Numerous training courses for citizens on using digital services for daily life and activities, as well as using mobile applications to provide feedback and interact with the government, have also been promoted to raise public awareness of digital transformation associated with building smart cities.
Building Bim Son ward into a smart, modern urban area based on digital platforms is both an aspiration and a political responsibility of the Party Committee, government, and people of the ward. With its advantages and strong political determination, Bim Son will gradually realize the set goal.
