In Conclusion No. 80-KL/TW dated May 24, 2024, of the Politburo on the Planning of Hanoi Capital City for the period 2021-2030, with a vision to 2050, and the Revised Master Plan for Hanoi Capital City to 2045, with a vision to 2065, it was requested that Hanoi needs a "new vision - a new global mindset, a capital city mindset, and Hanoi actions".

Furthermore, the 2024 Capital City Law, upon its enactment, has brought practical value, removing obstacles and bottlenecks to create new momentum for the capital city. This includes decentralizing and empowering Hanoi more to achieve breakthroughs in the construction and development of the capital.

Building smart, modern cities.

Having weathered many ups and downs throughout history, Hanoi, the capital city, is increasingly developing into a civilized and modern city. From its scale and urban structure to its infrastructure, architectural designs, man-made and natural landscapes, it is becoming more civilized, innovative, and modern, worthy of being a center and driving force for regional and national development. The city is globally connected and has a level of development comparable to that of capitals in developed countries in the region and around the world .

Each stage of development has given the capital city its distinctive appearance. From 2008 to the present, urban planning, construction, and management, as well as traffic order and safety, have seen positive changes.

With the expansion of urban space, the appearance of the capital city has changed significantly, becoming brighter, greener, cleaner, and more beautiful; more spacious, civilized, and modern, giving rise to many new, civilized, and modern urban areas such as Vinhomes River Side, Vin City Ocean Park, Vin City Sportia, Garmuda, Royal City, Times City…

Hanoi has completed and put into operation the Cat Linh - Ha Dong urban railway line and the elevated section of railway line No. 3 from Nho Son to Cau Giay, and is accelerating the progress of the underground section from Cau Giay to Hanoi Station. Along with the basic completion of Ring Roads 1, 2, and 3, the city and the provinces of Hung Yen and Bac Ninh are aggressively implementing the Ring Road 4 - Capital Region project...

The opening of the Ring Road 4 - Capital Region will create new space and provide further impetus for development in the entire Red River Delta region. The Ring Road 5 project is planned to pass through Hanoi and seven adjacent provinces: Vinh Phuc, Thai Nguyen, Bac Giang, Hai Duong, Thai Binh, Ha Nam, and Hoa Binh. Upon completion, it will double the influence of Hanoi on the Northern region and the entire country.

Currently, the city is focusing its resources on investing in the construction of a series of bridges over the Red River (8 bridges have been built and the Long Bien bridge renovated; 9 new bridges are under construction; investment projects for the construction of 3 more bridges (Hong Ha, Me So, Van Phuc) have been approved; the City People's Council has passed a Resolution approving the investment policy for 3 bridges including: Tu Lien bridge, Tran Hung Dao bridge and Ngoc Hoi bridge) with a total investment of nearly 48,000 billion VND.

The list of 35 land acquisition projects for 2025 in Hanoi has been adjusted and supplemented. These include several large urban development projects such as: G29 Urban Area in Dong Anh District (218.44 hectares); G4 Urban Area in Dong Anh District (169.43 hectares); Me Linh High-Class New Urban Area (189.6 hectares); and Vien Son New Urban Area in Son Tay Town (125 hectares)…

The city is mobilizing all available resources, diversifying investment methods, and identifying specific mechanisms and policies to accelerate progress, striving to complete 14 urban railway lines with a total length of 550km before 2035, aiming to create a breakthrough in infrastructure. Urban beautification and renovation work is regularly maintained, fostering urban civilization, including the creation of several model streets; the renovation and construction of many flower gardens and parks; and the planting of trees in conjunction with the undergrounding of power and telecommunication cables.

According to Associate Professor Dr. Nguyen Danh Tien - Director of the Institute of Party History (Ho Chi Minh National Political Academy): By effectively implementing the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised General Planning for the construction of the Capital City to 2045, with a vision to 2065, as well as other planning projects, especially the zoning plans for satellite cities, the construction plans for districts within the area, and other specific plans, the development process of Hanoi's urban system will not only promote the economic, cultural, and social development of the Capital City, but also of the region, creating conditions for the city to integrate internationally and develop to the level of capitals of developed countries in the region.

Dr. Architect Dao Ngoc Nghiem - Vice President of the Vietnam Urban Planning and Development Association, assessed that, looking back at the past period, we can be proud of what Hanoi's landscape has achieved, contributing to creating a new role and position for the capital, and promoting the cultural and historical values ​​accumulated over thousands of years. However, we also recognize shortcomings such as the lack of a defined architectural style for the capital, slow urban reconstruction and renovation, and inadequate control over the implementation of planning.

To address this, in addition to adjusting the Master Plan for the Capital City until 2045, with a vision to 2065, and establishing the Capital City Plan until 2030, with a vision to 2050, the amended Law on the Capital City 2024, passed by the National Assembly, will create momentum for a breakthrough in the appearance of the Capital City, making it "Cultural - Civilized - Modern - Sustainable".

According to Dr. Architect Truong Van Quang – Deputy Secretary General of the Vietnam Urban Planning and Development Association, Clause 1, Article 17 of the Law on the Capital City regarding the planning and development of the Capital City stipulates that “The construction and development of the Capital City must be carried out according to the Capital City Planning and the General Planning of the Capital City”. With core values ​​full of aspirations: Hanoi, the Capital City, is a cultured, civilized, and modern city; becoming an international city, playing an important role in the Asia-Pacific regional urban network; a center for innovation, science, and technology to promote national and Northern Vietnam's socio-economic development; and sharing industrial and service production functions with localities in the Hanoi Capital Region and the Red River Delta Region...

Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association, commented: "The 2024 Capital City Law has brought practical value, removing bottlenecks and obstacles to create new momentum for the Capital City. This includes decentralizing and empowering Hanoi to decide on public investment and projects under the public-private partnership (PPP) model, creating mechanisms for Hanoi in land clearance work. This is an opportunity for Hanoi to make breakthroughs in the construction and development of the Capital City."

According to experts, the Capital City Law contains numerous regulations on specific mechanisms and policies regarding planning, such as planning adjustments, project approval, investor selection, and resource allocation. Statistics show that the 2024 Capital City Law includes 14-15 specific planning policies; in particular, it significantly decentralizes power and authority to Hanoi. With the responsibility entrusted by the State, and with a spirit of self-determination, self-reliance, and self-responsibility, the Capital City will rise to new heights. In the future, Hanoi needs to further concretize the issues in the specific policies identified in the 2024 Capital City Law to create breakthroughs and strong development for the Capital City in the new era.
