At 9:00 AM this morning (March 6th), the Ministry of Transport, in coordination with the People's Committees of Kien Giang and Bac Lieu provinces, held the groundbreaking ceremony for the Ho Chi Minh Highway construction project, specifically the Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections. Minister of Transport Nguyen Van Thang and Deputy Minister of Transport Nguyen Duy Lam also attended.

Delegates and guests performed the ceremony of pressing the button to officially launch the project.

Immediately after the leaders of the Ministry of Transport issued the order to commence the construction of the Ho Chi Minh Highway project, specifically the Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections, the contractors began starting up their equipment and machinery, officially commencing construction.

Once completed, the route will connect and shorten travel distances to the provinces of Bac Lieu, Ca Mau, and Soc Trang , facilitating trade and goods transportation. This will be a major boost for the locality to achieve breakthroughs.

Personnel and machinery began construction on the project immediately after the Ministry of Transport's leadership issued the order to commence.

Embracing the spirit of "overcoming the sun and rain," the project was completed on schedule.

Speaking at the ceremony, Deputy Minister of Transport Nguyen Duy Lam emphasized that the investment project to build the Ho Chi Minh Highway section from Rach Soi to Ben Nhat and from Go Quao to Vinh Thuan is an important project in the Southwest region. In particular, this project has been eagerly awaited by the local government and people for many years.

According to the Deputy Minister, in implementing the Party's policy, right from the beginning of the National Assembly's term, the Government and the Prime Minister have paid great attention and decisively directed the development of plans, mechanisms, and policies with breakthroughs, focusing on prioritizing the allocation of all resources to develop the region's transportation infrastructure.

Based on that, the Ministry of Transport has reviewed and assessed the specific conditions and advantages of transportation modes in each region, including the Mekong Delta.

To date, the Prime Minister has approved all five national specialized planning documents. This creates favorable conditions for completing the construction of a synchronous and modern transportation system plan, ensuring effective connectivity between different modes of transport to restructure the transportation market share, improve transportation quality, and reduce logistics costs.

Specifically, the Ho Chi Minh Highway project, specifically the Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections, when completed, will create a complete inter-regional road transport system, contributing to reducing traffic congestion on other road routes in the area.

This will promote socio-economic development, tourism, and strengthen national defense and security in Kien Giang and Bac Lieu provinces in particular, and the Southwestern region in general. It will also contribute to the effective exploitation of major national transportation infrastructure projects.

To ensure the project is implemented on schedule and with quality, the Deputy Minister of Transport requested the Ho Chi Minh Highway Project Management Board, consulting units, and contractors to take the highest responsibility, demonstrating a spirit of "overcoming the sun and rain," and urgently develop specific plans and appropriate construction methods to complete the project on schedule.

In addition, we will mobilize sufficient manpower, machinery, and equipment to focus on construction, ensuring quality and progress, and strictly adhering to all legal regulations.

On the local side, the Deputy Minister of Transport also requested Kien Giang and Bac Lieu provinces to pay attention to and direct the early completion of all land clearance work, especially for resettlement areas and the relocation of technical infrastructure facilities.

In addition, continue to direct local authorities to coordinate and create favorable conditions for the investor and construction units throughout the project's construction process.

"With its responsibilities, the Ministry of Transport will closely coordinate with localities, regularly inspect and supervise, promptly resolve difficulties and obstacles; and resolutely direct relevant agencies and units to implement the project ensuring the quality and progress as planned," the Deputy Minister of Transport emphasized.

Kien Giang commits to ensuring the progress of all tasks.

According to Mr. Nguyen Thanh Nhan, Vice Chairman of the People's Committee of Kien Giang province, this is one of 17 important road sections passing through the province, in accordance with the National Road Network Planning for the period 2021-2030, with a vision to 2050.

Mr. Nguyen Thanh Nhan, Vice Chairman of the People's Committee of Kien Giang province, delivered a speech at the ceremony.

The project, along with existing transportation routes including National Highways 61, 63, 80, N1, the Lo Te - Rach Soi Expressway, and ongoing projects such as the Can Tho - Ca Mau Expressway, will, upon completion, form a vital transportation network linking localities in the Mekong Delta region.

This facilitates connections between localities and regions, promotes economic development, and improves the material and spiritual lives of the people, especially those in revolutionary base areas, remote areas, and ethnic minority regions facing many difficulties.

"Today's groundbreaking ceremony is just the beginning; there is much work ahead that needs to be urgently done. On behalf of Kien Giang province, we are committed to ensuring the progress of all tasks under the local government's responsibility."

"Given the profound significance and importance of the project, I call on the people to agree, actively cooperate, create favorable conditions, and hand over the land so that the investor can start construction as soon as possible," Mr. Nhan said.

As one of the households that ceded land and houses to facilitate the project's implementation as planned, Mr. Nguyen Huy Hoang (residing in Kien Giang province) shared that not only he but all the people here are extremely happy that soon there will be a road connecting the districts in the province, eliminating the need to rely on ferries. At the same time, it will make the journey to Bac Lieu closer.

Mr. Nguyen Huy Hoang (residing in Kien Giang province) - one of the households affected by the project - shared his thoughts at the ceremony.

The goal is to open the road to traffic in 2025.

According to Mr. Nguyen Vu Quy, Director of the Ho Chi Minh Highway Project Management Board, in order for the project to be completed on schedule and with guaranteed quality, technical standards, and aesthetics, the investor hopes to continue receiving the attention and guidance of the National Assembly, the Government, and leaders of central and local ministries and agencies during the construction process.

In particular, the close guidance of the leaders of the Ministry of Transport, as well as the close coordination of the People's Committees of Kien Giang and Bac Lieu provinces, and the sharing and support of the local authorities and people in the areas where the project passes through, have been crucial.

"The Ho Chi Minh Highway Project Management Board also requested the construction contractor to leverage its internal resources, allocate sufficient manpower and materials, and actively implement construction from the very first days. The goal is to complete the entire project and open it to traffic in 2025, in accordance with the requirements of the National Assembly, the Government, and the Ministry of Transport," Mr. Quy said.

By 7:00 AM this morning, all preparations for the groundbreaking ceremony of the Ho Chi Minh Highway sections from Rach Soi to Ben Nhat and from Go Quao to Vinh Thuan have been completed.

With over 50km of the Ho Chi Minh Highway added, the Mekong Delta region is closer.

The Ho Chi Minh Highway project, specifically the Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections, has a total length of nearly 52km, passing through Kien Giang and Bac Lieu provinces. The total investment is 3,900 billion VND. The Ho Chi Minh Highway Project Management Board is assigned as the investor.

Specifically, the Rach Soi - Ben Nhat section is over 11km long, with its starting point in Chau Thanh district and its end point in Giong Rieng district (Kien Giang province). The route coincides with the existing National Highway 61 from Km 88+540 to Km 77.

The equipment and machinery are ready for construction as soon as the order is given.

The Go Quao - Vinh Thuan section is over 40km long, with its starting point in Go Quao district (Kien Giang province) and its end point in Vinh Thuan district (Kien Giang province).

Both routes are being constructed as Class III flatland roads, with four lanes and a speed limit of 80 km/h. They are expected to be substantially completed by the end of 2025.

The total land area that needs to be acquired for the project is over 111 hectares, of which Kien Giang accounts for over 95 hectares and Bac Lieu over 16 hectares.

The project plays a crucial role for the Mekong Delta region in general and the two provinces of Kien Giang and Bac Lieu in particular.

The Ho Chi Minh Highway section from Rach Soi to Ben Nhat will have a segment that overlaps with National Highway 61.

Upon completion, the project will connect the districts of Go Quao, Hong Dan, and Vinh Thuan by road. This area is home to many ethnic minority communities, where economic conditions are still difficult, and it has great potential for developing aquaculture and is a major rice and fruit growing region, but it lacks a commensurate road network to exploit its advantages.

The Ho Chi Minh Highway, National Highway 1, the North-South Expressway (Eastern section), and the coastal road are four vital transportation routes, stretching from Pac Bo (Cao Bang province) to Dat Mui (Ca Mau province).

The Ho Chi Minh Highway alone has a total length of approximately 3,183 km, of which the main route is about 2,499 km long and the western branch is 684 km long. To date, 2,488 km (over 90%) of the main route and 258 km of the branch have been completed. The remaining 256 km, comprising five component projects, are currently underway, including the Rach Soi-Ben Nhat section and the Go Quao-Vinh Thuan section.

The remaining section, from Co Tiet to Cho Ben, which is over 87 km long, is currently undergoing a pre-feasibility study to be completed and submitted to the competent authorities for approval of the investment plan.
