Unique features for creating breakthroughs

A clear consensus was seen among National Assembly delegates regarding the need for a special mechanism for Da Nang City. During the discussion on this issue last weekend, despite acknowledging that these were very new proposals, National Assembly delegates unanimously agreed on allowing Da Nang to open a free trade zone, apply special policies to attract strategic partners, and develop Industry 4.0 sectors such as semiconductors and AI.

"Da Nang will develop even more if we have breakthrough mechanisms and policies for this city," said Tran Hoang Ngan, a National Assembly representative from Ho Chi Minh City and an economic expert.

The delegate cited the story that, since the Politburo issued Resolution 43-NQ/TW on building and developing Da Nang until 2030, with a vision to 2045, and the National Assembly institutionalized this resolution with Resolution 119/2020/QH14 on piloting the urban government model and some specific mechanisms and policies for the development of Da Nang City, Da Nang has risen strongly with outstanding achievements in socio-economic development, especially in the fields of tourism, information technology, and high-tech digital transformation.

"Da Nang's economy has developed and accelerated with an average growth rate of 7.9 to 8% over the past nine years (2011-2019)," said Mr. Tran Hoang Ngan.

Difficulties only arose after the Covid-19 pandemic hit, causing the city's growth rate to slow down. In 2023, Da Nang's GRDP growth rate was only 2.58%.

But that's a general story of the global economy, not just Vietnam or Da Nang, due to the impact of the Covid-19 pandemic and global geopolitical shifts. Once the special mechanisms for Da Nang are approved, the city will have more impetus for breakthrough development. Furthermore, according to Minister of Planning and Investment Nguyen Chi Dung, discussing Da Nang is not just about the city itself, but about the entire Central region as a driving force and a "support base" for the Central Highlands.

"Da Nang is a growth pole for the whole country. Da Nang must lead the way, must achieve even greater and faster achievements to attract, promote, and spread these achievements to other localities in the growth region, including supporting the Central Highlands," Minister Nguyen Chi Dung said.

Similarly, the situation is the same with Nghe An, Ho Chi Minh City, Hai Phong, etc. The National Assembly is considering a draft resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province, just as it has previously considered and approved specific mechanisms and policies for localities such as Ho Chi Minh City, Hai Phong, Can Tho, Buon Ma Thuot, etc. The purpose of developing these specific policies is to create new growth drivers for these localities.

Ho Chi Minh City is the most typical example. According to Mr. Phan Van Mai, Chairman of the People's Committee of Ho Chi Minh City, Resolution No. 98/2023/QH15 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City, which the National Assembly passed last year, will help Ho Chi Minh City regain its development trajectory as an economic powerhouse.

Nearly a year after the implementation of Resolution 98/2023/QH15, initial achievements have been made: a series of key infrastructure projects have been implemented, and Thu Duc City - a "city within a city" - is having the opportunity to accelerate its development.

Should this special mechanism be replicated?

When the special mechanisms began to be developed and implemented, and so far 10 localities have benefited, there were also opinions questioning whether this mechanism should be replicated on a larger scale. And that, since it is "special," it should only be dành for a select few localities.

During a recent discussion on the socio-economic situation, in response to National Assembly deputies' opinions on solutions to boost economic growth, Minister Nguyen Chi Dung proposed that the National Assembly allow a preliminary and comprehensive review and evaluation of the specific mechanisms and policies currently applied to 10 provinces and cities.

To ensure consistency within the legal system, as well as equality among localities, the Ministry of Planning and Investment is developing six resolutions on specific mechanisms for six economic regions.

"If a mechanism or policy is clear, appropriate to the practical situation and the law, then it should be allowed to be replicated in other localities, possibly through a resolution of the National Assembly while the relevant laws have not yet been amended," Minister Nguyen Chi Dung said.

This has received the consensus of many National Assembly delegates. According to delegate Nguyen Huu Thong (Binh Thuan), the National Assembly and the Government should direct the comprehensive review of the implementation of specific resolutions currently being carried out in localities to promptly evaluate, draw lessons, codify them into law, and expand their application nationwide or to regions and provinces with similar characteristics.

According to delegate Nguyen Huu Thong, this is also to replicate highly effective policies and promptly amend, supplement, or abolish policies that are still inadequate, while creating more motivation, conditions, and mechanisms for other localities across the country to develop together.

Similarly, delegate Nguyen Anh Tri (Hanoi) argued that the fact that 10 localities have specific mechanisms and policies is "good and necessary," but it is also necessary to summarize and learn from experience to replicate them. "The contents that are mature, successful, and truly effective should be promptly replicated; if necessary, the law and resolution should be amended," delegate Nguyen Anh Tri said.

The representative from Hanoi also mentioned the reality that the new special mechanisms focus on provinces and cities with many strengths, or in simpler terms, "wealthy provinces." "It is essential to have special mechanisms that are suitable to the natural, social, historical, and cultural conditions of each locality to mitigate difficulties and disadvantages and to maximize the strengths and advantages of each locality. Only then can those localities break through and progress. Provinces that are still struggling, poor, weak, and remote urgently need to pilot special mechanisms. I hope the National Assembly and the Government will pay attention to this," Representative Nguyen Anh Tri proposed.

Regarding this matter, Minister Nguyen Chi Dung stated that, to ensure uniformity in the legal system, as well as equality among localities, the Ministry of Planning and Investment is developing six resolutions on specific mechanisms for six economic regions.

“The Prime Minister has also instructed us to review all the mechanisms and policies of the 10 localities mentioned above, and those related to each locality in each region. If these policies are deemed appropriate, they will be allowed to be applied and replicated in other localities. We won't need to wait and miss opportunities for other localities,” Minister Nguyen Chi Dung said.
