Special to create breakthrough
There was a clear consensus among National Assembly delegates on the need for a specific mechanism for Da Nang City. During the discussion session on this issue last weekend, although they considered it a very new proposal, National Assembly delegates all expressed their agreement on allowing Da Nang to open a free trade zone, apply specific policies to attract strategic partners, as well as develop 4.0 industries such as semiconductors, AI, etc.
“Da Nang will develop even more if we have breakthrough mechanisms and policies for this city,” said Mr. Tran Hoang Ngan, National Assembly delegate of Ho Chi Minh City, economic expert.
The delegate told the story that since the Politburo issued Resolution 43-NQ/TW on building and developing Da Nang until 2030, with a vision to 2045, and the National Assembly institutionalized this resolution with Resolution 119/2020/QH14 on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang City, Da Nang has grown strongly with outstanding achievements in socio-economic development, especially in the fields of tourism, information technology, and high-tech digital transformation.
“Da Nang's economy has developed and accelerated with an average growth rate in the past 9 years (2011 - 2019) from 7.9 to 8%,” said Mr. Tran Hoang Ngan.
Difficulties only came after the Covid-19 pandemic hit, causing the city's growth rate to decline. In 2023, Da Nang's GRDP growth rate was only 2.58%.
But that is a common story of the global economy, not just Vietnam or Da Nang, due to the impact of the Covid-19 pandemic and global geopolitical fluctuations. Once the specific mechanisms for Da Nang are approved, this city will have more motivation to develop rapidly. Even, according to Minister of Planning and Investment Nguyen Chi Dung, discussing Da Nang is not only discussing this city, but also the dynamic region of the Central region and the "support" for the Central Highlands.
“Da Nang is a growth pole of the whole country. Da Nang must go ahead, must achieve higher and faster achievements to attract, promote and spread to other localities in the dynamic region, including supporting the Central Highlands region,” said Minister Nguyen Chi Dung.
The same is true for Nghe An, Ho Chi Minh City, Hai Phong... The National Assembly is considering the Draft Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province, just like it has considered and approved specific mechanisms and policies for localities such as Ho Chi Minh City, Hai Phong, Can Tho, Buon Ma Thuot... The purpose of developing these specific policies is to create new growth drivers for these localities.
Ho Chi Minh City is the most typical example. According to Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, which the National Assembly passed last year, will help Ho Chi Minh City regain its development trajectory as an economic locomotive.
Nearly a year after implementing Resolution 98/2023/QH15, initial achievements have been achieved: a series of key infrastructure projects have been deployed, Thu Duc City - "a city within a city" - has the opportunity to accelerate development.
Should special mechanisms be expanded?
When the special mechanisms began to be built and implemented, and up to now 10 localities have benefited, there were also opinions on whether this mechanism should be replicated or not? And that, since it is "special", it should only be reserved for a few localities.
In a recent discussion session on the socio-economic situation, explaining the opinions of National Assembly deputies on solutions to promote economic growth, Minister Nguyen Chi Dung proposed that the National Assembly allow a preliminary review and assessment of the specific mechanisms and policies currently applied to 10 provinces and cities.
"If any mechanism or policy is clear and suitable to the practical situation and the law, it should be allowed to be replicated in other localities, possibly by a resolution of the National Assembly while the related laws have not been amended," said Minister Nguyen Chi Dung.
This has received the consensus of many National Assembly deputies. According to deputy Nguyen Huu Thong (Binh Thuan), the National Assembly and the Government should direct the summary of the implementation of specific resolutions currently being deployed and implemented in localities to promptly evaluate, draw experience, legalize and widely apply to the whole country or to regions and provinces with similar characteristics.
According to delegate Nguyen Huu Thong, this is also to replicate highly effective policies and promptly amend, supplement or abolish inadequate policies, while creating more motivation, conditions and mechanisms for other localities in the country to develop together.
Similarly, delegate Nguyen Anh Tri (Hanoi) said that the fact that 10 localities have specific mechanisms and policies so far is “good and necessary”, but it is also necessary to summarize and draw lessons for replication. “Content that has matured, has been successful and is truly effective needs to be replicated promptly, and if necessary, laws and resolutions must be amended,” delegate Nguyen Anh Tri said.
The delegate from Hanoi also mentioned the fact that the new special mechanisms focus on provinces and cities with many strengths, in other words, "rich provinces". "It is very necessary to have special mechanisms suitable to the natural, social, historical and cultural conditions of each locality to limit difficulties and disadvantages and promote the strengths and advantages of each locality. Only then can that locality make a breakthrough and move forward. Provinces that are still facing difficulties, are still poor, still weak, and are far away, really need to pilot special mechanisms. I hope the National Assembly and the Government will pay attention to that", delegate Nguyen Anh Tri proposed.
Regarding this issue, Minister Nguyen Chi Dung said that to ensure consistency in the legal system, as well as equality among localities, the Ministry of Planning and Investment is developing six resolutions on specific mechanisms for six economic regions.
“The Prime Minister also assigned us to review all the mechanisms and policies of the past 10 localities and those related to each locality in each region. If these policies are suitable, we will allow them to be applied and replicated in other localities. We will not have to wait, losing the opportunities of other localities,” said Minister Nguyen Chi Dung.
