Dong Nai focuses on implementing "1 key priority, 2 areas for strengthening, and 3 breakthroughs" to realize the provincial planning.

On September 24th, Prime Minister Pham Minh Chinh attended the Conference on Announcing the Planning and Investment Promotion of Dong Nai Province in 2024 with the theme "Connecting - Integrating - Taking Off". Leaders from various ministries, departments, and central agencies also participated.

On the Đồng Nai province side, attending the conference were Central Committee member and Provincial Party Secretary Nguyễn Hồng Lĩnh; Standing Deputy Provincial Party Secretary Hồ Thanh Sơn; Deputy Provincial Party Secretary and Head of the Provincial National Assembly Delegation Quản Minh Cường; Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Võ Tấn Đức; Provincial Party Standing Committee member and Chairman of the Provincial People's Council Thái Bảo; and other members of the Provincial Party Standing Committee; leaders of departments, agencies, and localities.

Dong Nai is currently at a golden opportunity to accelerate and make a stronger breakthrough.

On July 3, 2024, the Prime Minister signed Decision No. 586/QD-TTg approving the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050 (the Provincial Planning). According to the plan, the scope and boundaries of the planning include a total natural area of ​​over 5,800 km2 with 11 administrative units.

At the conference, the province awarded investment policy decisions and investment registration certificates to 17 projects with a total capital of approximately 155 trillion VND; and also presented letters of interest to 24 projects.

The provincial planning aims for Dong Nai to become a civilized, modern, and high-growth province by 2030, surpassing the high-income threshold and ranking among the top provinces nationwide. The economy will develop dynamically and lead in the development of aviation, high-tech industries, science and technology, and innovation. The economic and social infrastructure, and urban systems will be developed synchronously, modernly, intelligently, sustainably, and with a rich identity, particularly the development of world-class airport cities and ecological cities. Cultural identity will be preserved and promoted; the ecological environment will be protected and adapted to climate change; and national defense and security will be firmly ensured.

By 2050, Dong Nai strives to become a centrally-governed city, a leader in high-tech industrial development, with a synchronous, smart, and modern infrastructure system; an international trade, tourism, and service center linked to world-class cities; a hub for intellectuals and talents; focusing on green and circular economies; and achieving a net-zero emission target. All social sectors will develop harmoniously; people will enjoy prosperous and happy lives; and national defense, security, and social order will be firmly ensured.

According to Chairman of the Provincial People's Committee Vo Tan Duc, Dong Nai deeply understands: "A high-quality planning document will exploit and develop the potential and strengths of the locality, helping the province to have the fastest and most effective path to achieve its set goals." Therefore, the work of building and implementing the Provincial Planning is an extremely important task. This opportunity must be seized to allocate development space, remove bottlenecks, create new development momentum, and combine it with the implementation of five strategic breakthroughs: effectively exploiting Long Thanh International Airport; completing a synchronous and modern infrastructure framework; building green industrial parks, reducing carbon emissions, attracting investment in modern industrial projects with high added value; building an innovation and digital transformation center, developing an education and training complex, and implementing high-class urban, tourism, and resort service projects.

“Dong Nai has always kept its word, always gone where it goes, and always reached its goal; with unwavering determination and unity, it will overcome challenges and bring joy to the people; it will compete with the entire region and continuously strive to be a pioneer and leader” - Prime Minister Pham Minh Chinh conveyed this message to the Party Committee, government, and people of Dong Nai.

Provincial Party Secretary Nguyen Hong Linh stated that the provincial planning was developed based on calculations within the overall context of the Southeast region, taking into account the advantages and potential of each locality and the province as a whole. With this foundation, Dong Nai will develop based on close cooperation and linkages with localities in the region, maximizing the province's identified conditions and advantages, especially the Long Thanh Airport. "Based on the important directions identified in the provincial planning, Dong Nai is considered to be at a golden age, possessing all the necessary elements to accelerate and make even stronger breakthroughs in the coming years," emphasized Provincial Party Secretary Nguyen Hong Linh.

According to Provincial Party Secretary Nguyen Hong Linh, the Party Committee and government of Dong Nai are committed to building a safe, favorable, transparent investment environment and jointly fostering development. "On this occasion, Dong Nai invites investors not only to invest and develop with Dong Nai, but also to join in building a development strategy for the next 100 years in Dong Nai, a land rich in potential and advantages," Provincial Party Secretary Nguyen Hong Linh expressed.

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that the Dong Nai Provincial Planning had been meticulously and systematically prepared; it identified the viewpoint, vision, and key development goals for breakthroughs; and it included solutions, preferential policies, and resources for implementing the plan in the coming time.

"This is the culmination of the intelligence of Dong Nai, its scientists, businesses, people, and the entire country; a good plan for 'connecting, integrating, and taking off'," Prime Minister Pham Minh Chinh assessed.

To realize the Provincial Planning, Prime Minister Pham Minh Chinh suggested that the province should focus on implementing "1 key priority, 2 enhancements, and 3 breakthroughs." The key priority is mobilizing and effectively utilizing all legitimate resources to promote traditional growth drivers (investment, exports, consumption); and breakthroughs in new growth drivers (green economy, digital economy, circular economy, sharing economy, knowledge economy...). The 2 enhancements include: increasing investment and developing human resources (improving public education, training high-quality human resources, nurturing talent, ensuring social security); and strengthening regional, domestic, and international connectivity through transportation systems, production systems, and supply chains, and market connections. The 3 breakthroughs include: a breakthrough in developing a comprehensive strategic infrastructure system (transportation, climate change adaptation, digital infrastructure, healthcare, education, social services...). Breakthroughs should be made to promote science and technology, innovation, entrepreneurship, the application of achievements from the Fourth Industrial Revolution, business development, job creation, and stable and sustainable livelihoods for the people; breakthroughs should also be made in training and attracting talented individuals and high-quality human resources, reforming administration, and improving the investment and business environment.
