Proposal to establish a Steering Committee for construction and adjustment of Dong Nai province planning

(DN)- On August 5, Provincial Party Committee member, Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha chaired a working session with relevant departments and branches to listen to reports on the progress of the review work to serve the overall adjustment of the new Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050 (Dong Nai Provincial Planning).

According to the Department of Finance, the Law on Planning (amended) and adjustments to the National Master Plan for the 2021-2030 period, with a vision to 2050, is being consulted by the Ministry of Finance and is expected to be approved by the 15th National Assembly at the 10th Session.

Currently, the Ministry of Finance has sent a document to the Ministry of Justice to appraise the draft Resolution of the Government on solutions to continue implementing planning work associated with the arrangement of administrative units during the period when the Law on Planning (amended) has not been issued. In the draft Resolution of the Government, the procedure for adjusting provincial planning is expected to not have to establish, appraise, and approve the adjustment of planning tasks. Instead, the Provincial People's Committee decides on the necessary content items for planning adjustment. On that basis, develop, organize appraisal, and approve the budget for planning adjustment.

Therefore, in order to prepare for the adjustment of the Dong Nai Provincial Planning, the Department of Finance proposed that the Provincial People's Committee issue a directive document, assigning the Department of Finance to preside over the construction of items and contents that need to be established or adjusted in the planning. At the same time, develop cost estimates and capital sources for planning establishment and adjustment based on the items and contents of planning establishment or adjustment. At the same time, assign the Department of Finance to preside over and coordinate with the Department of Home Affairs to advise the Provincial People's Committee to establish a Steering Committee for the construction and adjustment of the Dong Nai Provincial Planning.

To be proactive in advising the Provincial People's Committee to implement the adjustment of the Dong Nai Provincial Planning, the Department of Finance will draft a plan to review and adjust the Dong Nai Provincial Planning. After the Government issues a Resolution on solutions to continue implementing planning work associated with the arrangement of administrative units during the period when the Law on Planning (amended) has not been issued, the Department of Finance will proactively coordinate with relevant agencies to complete the plan to review and adjust the Dong Nai Provincial Planning.

Concluding the working session, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha assigned the Department of Finance to advise the Provincial People's Committee on the content of the report to the Provincial Party Committee Standing Committee to allow the immediate implementation of the policy of adjusting the overall planning of Dong Nai province and proposed the Provincial Party Committee Standing Committee to establish a Steering Committee for the adjustment of Dong Nai province planning. After the Provincial Party Committee Standing Committee agreed on the policy, the Department of Finance was the agency in charge of developing a roadmap for implementing the work.

Regarding the Department of Construction, Vice Chairman of the Provincial People's Committee Ho Van Ha suggested focusing on reviewing and developing plans to integrate into the Dong Nai Provincial Planning, including: urban planning of Long Thanh International Airport; river economic development; border gate economy. The Department of Industry and Trade develops plans for developing small-scale industry and trade and services. The Department of Agriculture and Environment develops land use indicators in the province.
