The rate of administrative procedures providing partially online public services of ministries and branches is 12.8%, and of localities is 56.2%.
From the implementation of the 2-level local government model (July 1, 2025) to October 28, 2025, the total number of administrative procedure records received by 34 localities is 14.5 million records, of which 12.1 million records are online (about 3 million records at the provincial level; about 9.1 million records at the commune level).

However, according to the Ministry of Home Affairs , there are still many administrative procedures with regulations that are not suitable for implementing full-process online public services such as: Regulations requiring submission of original documents; issuance of settlement results in paper copies (land use right certificates; birth certificates, etc.); inspection and verification must be carried out at the facility; and the person must be present at the settlement location to sign and receive the results (birth registration must be signed in the Family Register), etc.
Some regulations on administrative procedures are not yet connected, especially in the land sector, between land management and tax agencies, leading to prolonged implementation time and difficulties in identifying and providing transparent information on the causes of delays in documents for people and businesses.
Receiving and processing social protection records must be done on two public service portals at the same time, causing difficulties and wasting a lot of time. The centralized online public service system of some ministries and branches is not stable, leading to interruptions in receiving and processing local administrative procedures such as: Civil status; business registration, business households...
Some national and specialized databases (such as land, construction, household registration, etc.) are still slow to be completed and put into operation or do not meet the requirements of "correct, sufficient, clean, and live" data to serve the reduction and simplification of administrative procedures.
The upgrading of the administrative procedure information systems of some localities is not comprehensive; the digitization of historical data before the arrangement of administrative boundaries is still slow; and the timely transfer of data from the old system to the unified system has not been timely.
According to the report of the Central Inspection Committee, 14% (444 communes and wards) reported that the personal and organizational data management warehouse on the old system has not been able to exploit data on the new system.
Currently, the list of administrative procedures regardless of administrative boundaries of the provinces mostly only reaches a rate of about 50% to a maximum of 95% of administrative procedures being provided, while the target set in Resolution No. 66/NQ-CP of the Government is 100% in 2025. Notably, this rate of Ha Tinh has only reached less than 10%./.
