Adjusting the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, to ensure consistency and synchronization with the national socio-economic development strategy and regional and inter-regional spatial development orientation, is one of the tasks and solutions that the province is implementing to create a breakthrough in development.

Many new opportunities for development

From July 1st, 2025, the new Dong Nai province will be established through the merger of the former Dong Nai and Binh Phuoc provinces. According to the Provincial People's Committee, after the merger, the population, area, and economic scale of Dong Nai province will be expanded. Along with this, the province will gain additional advantages and potential, creating new opportunities and space for development.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: As a leading industrial development locality, Dong Nai now has a large land reserve, which is a driving force to become the industrial "capital" of the whole country. At the same time, with its location bordering the megacity of Ho Chi Minh City along almost the entire length of the province; a well-planned airport and seaport system; a highway system with one of the longest lengths in the country; and key transportation projects expected to be completed from 2026, Dong Nai has a huge advantage in becoming a modern logistics center for the region and the whole country.

According to Pham Van Cuong, Deputy Director of the Department of Industry and Trade: After the merger, Dong Nai province has more space for socio-economic development. For example, the province has more border gates, which can be used to develop border gate-based economic activities.

With the emergence of new factors, Mr. Cuong argued that it is impossible to mechanically combine the two old provincial plans; instead, adjustments to the plan are necessary to suit the new development phase. "If we want to develop industry in the northern part of the province, it requires a well-planned and complete transportation system," Mr. Cuong stated.

According to the Provincial People's Committee, in the revised orientation of the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, the province will focus on planning development in new dynamic areas such as: the eastern urban-industrial zone associated with Long Thanh International Airport, Phuoc An Port and the urban areas of Tran Bien, Long Thanh, and Nhon Trach; the northern industrial-urban zone associated with the Hoa Lu Border Gate Economic Zone and the urban areas of Binh Phuoc, Chon Thanh, and Binh Long; and the northeastern agricultural-ecological-tourism zone associated with the Bu Gia Map, Phuoc Long, and Nam Cat Tien areas, aiming to maximize the potential and advantages in industry, logistics, trade, services, tourism, agriculture, forestry, and mineral resources.

Proactively implement planning adjustments.

According to Deputy Director of the Department of Finance Nguyen Duc Thanh: The Law on Planning (amended) and the adjustment of the National Master Plan for the period 2021-2030, with a vision to 2050, are currently being drafted by the Ministry of Finance and are expected to be approved by the 15th National Assembly at its 10th session.

The Ministry of Finance has sent a document to the Ministry of Justice for appraisal of the draft Government Resolution on solutions for continuing the implementation of planning work associated with the reorganization of administrative units during the period before the promulgation of the amended Planning Law. Specifically, the procedure for adjusting provincial planning is expected to not require the preparation, appraisal, and approval of adjustments to the planning tasks. Instead, the provincial People's Committee will decide on the necessary items and content for the planning adjustment. Based on this, they will develop, organize the appraisal, and approve the budget for the planning adjustment.

Therefore, to prepare for the adjustment of the Dong Nai provincial planning, the Department of Finance proposes that the Provincial People's Committee issue a directive assigning the Department of Finance to take the lead in developing the items and contents that need to be prepared or adjusted in the planning.

According to the Provincial People's Committee, the provincial-level scientific conference to provide feedback on "Adjusting the Planning of Dong Nai Province for the period 2021-2030, with a vision to 2050" is expected to be held in September 2025.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, in order to prepare well for the adjustment of Dong Nai province's planning in the near future to suit the practical situation in the new context, the Provincial People's Committee has assigned the Department of Finance as the lead agency to review and prepare the provincial planning adjustment. At the same time, it will lead the process of advising the Provincial People's Committee to report to the Party Committee and the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for consideration and feedback on the following contents: the policy on reviewing and adjusting Dong Nai province's planning; the policy on organizing a provincial-level scientific conference to provide feedback on the "Adjustment of Dong Nai province's planning"; and the establishment of a Steering Committee for the development and adjustment of Dong Nai province's planning.
