


Attending the groundbreaking ceremony were: Mr. Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Cha A Cua, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; Mr. Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee; former provincial leaders; leaders of provincial departments and agencies; leaders of the Northern Wind Energy Joint Stock Company; and leaders and a large number of people from the two communes of Muong Coi and Phu Yen.


The Risen Phu Yen Wind Power Plant project has a capacity of 80 MW, a total investment of VND 2,941 billion, and an operating period of 50 years. It occupies approximately 46.4 hectares of land in the two communes of Muong Coi and Phu Yen. The wind turbines utilize modern technology from Shanghai Electric, ensuring efficient wind resource utilization and stable operation in the unique mountainous terrain. The project is expected to be completed and begin commercial operation in the third quarter of 2028.

Upon completion and commissioning, the project is expected to supply over 250 million kWh of electricity annually to the national power grid, while also making a positive contribution to Vietnam's green energy transition goals and its commitment to net-zero emissions by 2050.
At the same time, the project will open up new economic development momentum for the locality by promoting transportation infrastructure, creating jobs, developing supporting services, and increasing budget revenue for Son La province. The project will also create a ripple effect for other renewable energy projects, making Son La a bright spot in the Northwest region in the field of clean energy.




Speaking at the ceremony, Comrade Nguyen Dinh Viet requested the investor to continue completing the procedures for wind measurement, technical design, and feasibility study report; to allocate sufficient equity capital as committed; to closely coordinate with local authorities in compensation and land clearance; and to pay attention to investing in social welfare projects serving the people in the project area. He also requested that relevant departments, agencies, and local authorities continue to support and guide the investor in completing all legal procedures; closely monitor the implementation process; and promptly report any difficulties or obstacles that arise to the Provincial People's Committee.



On this occasion, Rinsen Phu Yen Wind Energy Joint Stock Company donated 200 million VND to Muong Coi and Phu Yen communes to eliminate 4 temporary houses. Previously, during the survey and investment preparation phase, the company had supported 1.6 billion VND to eliminate temporary houses in Muong Coi and Phu Yen communes and neighboring communes.
