The 11th Conference of the 13th Party Central Committee, which took place from April 10 to 12, 2025, was considered a historic conference, discussing and making revolutionary decisions for the new development stage of the country. The Central Committee discussed and reached a high consensus on comprehensive reform of the political system, on the organization of 2-level local governments, streamlining the number of administrative units after the merger to 34 provinces and cities, and reducing the number of commune-level administrative units by 60-70%.

This strategic policy of the Party quickly received the support, consensus and trust of the people. The merger of administrative boundaries is to create new space for development; and the implementation of a two-level government is a step to reduce pressure on the cumbersome administrative apparatus, bringing the government closer to the people.

Faced with the new development requirements of the country and the city, the Standing Committee of the Da Nang City Party Committee also emphasized that Party committees at all levels of the entire political system need to renew their thinking, vision and unify their awareness and ideology, surpass themselves, accept to sacrifice personal interests to put the common interests and interests of the city above all. The new Da Nang City based on the merger of Da Nang City and Quang Nam Province is expected to continue to create miracles in development and integration.
