According to information from the People's Committee of Dang Hai Ward (Hai An District, Hai Phong City) on October 21st, at approximately 1:45 PM on October 19th, the Dang Hai Ward Police received a report of a fire in front of house number 48, Mai Trung Thu Street, within the ward's jurisdiction.

Upon receiving the report, the police of Dang Hai ward arrived at the scene and coordinated with the Fire Prevention and Fighting Team of Hai An district police to extinguish the fire.
Initial investigations indicate that a local man set fire to a pile of dry branches on the sidewalk. The fire then spread to a car with license plate 15K-146.xx belonging to Mr. NMP (26 years old, residing in Van My ward, Ngo Quyen district, Hai Phong city) parked nearby.
As a result, Mr. P.'s car caught fire on the right side, with estimated damages of approximately 100 million VND.
The police of Dang Hai ward, in coordination with the General Investigation Team and the People's Procuracy of Hai An district, examined the scene and conducted an investigation to clarify the matter.
The man who started the fire is reportedly suffering from a mental illness.
