Strategic breakthrough in institutional reform

Institutional improvement – ​​one of the three strategic breakthroughs of the 13th National Congress – has been implemented decisively, removing bottlenecks, unleashing resources, and creating momentum for national development.

Improving institutional frameworks comprehensively is one of the three strategic breakthroughs set forth by the 13th National Congress of the Party, and it holds particular significance.

To concretize this viewpoint, over the past five years, the National Assembly has resolutely reformed the work of building legal institutions, promptly removing "bottlenecks" in mechanisms and policies. This has not only created momentum but also unleashed resources for national development.

The elections for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term were successfully held amidst the complex developments of the COVID-19 pandemic nationwide. From the very first sessions, facing unprecedented challenges, the 15th National Assembly made unprecedented decisions, paving the way for special mechanisms and institutions to empower the Government and the Prime Minister with greater initiative and strength to meet the requirements of pandemic prevention and control and post-pandemic economic recovery.

In January 2022, the National Assembly passed a law amending eight laws in the fields of Investment, Bidding, and Special Consumption Tax Law... aiming to address the slow disbursement of ODA funds and promote their efficient use.

Furthermore, at the 10th session, the amendment of 15 laws to one law promptly removed numerous legal bottlenecks, freeing up resources for development. These are typical examples demonstrating fundamental changes in the process of improving the institutional framework.

During the 13th National Congress of the Party, with relentless efforts, the number of resolutions issued by the Government doubled compared to the previous term. Along with that, 930 decrees were issued, demonstrating the largest scale of institutional improvement ever. The National Assembly reviewed and passed nearly 200 important laws and resolutions. In particular, at its 10th session, 51 laws and 39 resolutions were passed, promptly institutionalizing the strategic resolutions of the Politburo .

The 13th Party Congress's completion of institutional reforms has become a significant milestone. This serves as the foundation for continuing to promote this breakthrough in the next term, ensuring that institutions are one step ahead, paving the way for innovation, and for rapid and sustainable national development.
