(NLĐO) - On November 21, the Nguoi Lao Dong Newspaper organized a seminar titled "Social Housing: Breakthroughs from New Policies".
According to Ho Chi Minh City's housing development program for the period 2021-2030 and the Government 's plan to invest in the construction of at least 1 million social housing units for low-income earners and industrial zone workers, Ho Chi Minh City plans to develop approximately 69,700 - 93,000 social housing units during the period 2021-2030; of which, in the period 2021-2025, Ho Chi Minh City plans to develop 26,200 to 35,000 units.
These new policies are expected to bring about a breakthrough in the development of social housing.
Regarding implementation results, cumulatively from the beginning of the term (2021) to September 2024, the city has completed 6 projects (5 social housing projects and 1 worker accommodation project) with a scale of 2,745 apartments and is currently constructing 4 projects with nearly 3,000 apartments. The results of social housing development are still modest due to many reasons.
Over the past period, the development of social housing has been a matter of great concern to the Party and the State, with many policies and guidelines being issued.
Most recently, at its 8th session (October 2024), the National Assembly devoted a significant amount of time to conducting supreme oversight of the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023.
Last May, the Central Committee issued Directive 34-CT/TW of the Party Secretariat on strengthening the Party's leadership over the development of social housing in the new situation. Many institutional obstacles to the development of social housing have been removed in the 2023 Housing Law, the 2023 Real Estate Business Law, the 2024 Land Law, Decree 100/2024/ND-CP, Resolution No. 33/NQ-CP, etc.
The seminar "Social Housing: Breakthroughs from New Policies," with the participation of government agencies, businesses, experts, etc., will analyze the causes and limitations in the development of social housing; and at the same time share new policies and propose solutions to create favorable conditions for the development of social housing projects, increase supply, and make social housing more accessible to eligible beneficiaries. These new policies are seen as a leverage to create breakthroughs in social housing development.
