At noon on October 9, we were present at the old Iron Market area in Phan Boi Chau Ward, Hong Bang District, Hai Phong City. The famous market built in the 19th century under the French colonial period, once a symbol of Hai Phong City as well as a bustling commercial center of the area, no longer exists, replaced by a 1.5-hectare vacant lot surrounded by fences.
The Iron Market Commercial Complex project replaces the once famous old Iron Market in Hai Phong City.
According to information from the People's Committee of Hai Phong City, over time, the old Iron Market has not kept up with the development of the locality nor ensured the safety of businesses. Therefore, Hai Phong City has planned a large, modern commercial center to replace it. To continue the tradition, the Hai Phong City government requires the investor to keep the name "Iron Market" in the commercial name of the project.
By July 2021, Hai Phong City People's Committee completed the project of the Commercial Center Complex, Entertainment, 5-star Hotel and Office for Lease in Cho Sat (Cho Sat Commercial Complex Project) and organized a public bidding according to regulations.
According to Decision No. 3232/QD-UBND of Hai Phong City People's Committee, Saigon Garment - Match Joint Stock Company became the investor of Cho Sat Commercial Complex Project.
The project has a total investment of more than 6,000 billion VND with 2 towers of 40 floors above ground and 2 basements built on an area of 1.5 hectares, the construction density of the base block is more than 46%, the construction density of the tower block is 40%, the height of the building is nearly 150 m.
After 17 months since the groundbreaking date, the Iron Market Commercial Complex Project in Hai Phong City is still "silent" with a closed fence.
To implement the project soon, Saigon Garment - Match Joint Stock Company has proactively proposed to the People's Committee of Hai Phong City to allow the construction of a temporary market in Kien An District, Hai Phong City to ensure the business activities of traders at the old Sat Market. During the project implementation period, traders moving to the temporary market will be exempted from rent.
After the proposal was approved, Saigon Garment - Match Joint Stock Company invested more than 30 billion VND to build a temporary market to serve the business needs of more than 400 traders. By mid-March 2022, the last traders at Sat Market had moved to do business at the new location.
In addition, to ensure urban aesthetics, Saigon Garment - Match Joint Stock Company coordinated with Hai Phong City People's Committee to organize a project design competition. The architectural plan of Hirsch Bedner Associates PTE LTD - HBA (Singapore) with the theme "Meeting Place of Rivers" was selected.
On May 14, 2022, Saigon Garment - Match Joint Stock Company held a groundbreaking ceremony for the Iron Market Commercial Complex Project on the occasion of the 67th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2022) and the 2022 Red Flamboyant Festival.
Expected to be completed and put into operation in 2024, the Iron Market Commercial Complex Project will have many functions: Trade center, entertainment, 5-star hotel, office for rent.
In addition, the project will supplement the shortage of culinary services, tourism, static parking and many other services for local people and tourists.

The fact that the investor of the Iron Market Commercial Complex Project "speedily" completed the demolition of the old Iron Market in less than a month and fulfilled the financial obligation of paying the land rent in one go of nearly 1,100 billion at the end of 2022 further strengthened the belief of the people of Hai Phong City that, soon, the Port City will have a majestic commercial center worthy of the city's development.
However, after completing the demolition in June 2022, Saigon Garment - Match Joint Stock Company has remained "inactive" except for erecting a fence to surround the project. The 1.5-hectare land plot located in a prime location in the center of Hai Phong City is empty and deserted.
Currently, the time left for the investor to complete the Cho Sat Commercial Complex Project is running out, and Hai Phong City residents are worried that the "golden land" area will be left empty and wasted for a long time.
They expressed their wish that the Hai Phong City government would urge and remind the investor to soon implement the project according to plan as well as promptly support and help to remove difficulties and obstacles (if any). At the same time, publicly disclose the reasons why the investor has been slow to implement the project during the past time .
