The demand for sand for road embankment of the Ring Road 3 project through Ho Chi Minh City in 2024 is 3.7 million m3, but only 1.35 million m3 has arrived at the construction site, so there is still a significant shortage.
On December 5th, the Ho Chi Minh City Investment and Construction Project Management Board for Transport Infrastructure (TCIP) sent a document to the Vietnam Expressway Administration reporting on the progress of the Ring Road 3 project section through Ho Chi Minh City.
According to the report, land clearance for the section passing through Ho Chi Minh City has reached 99.8% of the total area. For the remaining area, the city will organize persuasion and enforcement (if necessary) to achieve 100% land clearance by 2024.
For the 10 main construction packages, contractors are accelerating the construction of bridges, tunnels along the route, and roadbed construction… The output achieved to date has reached 4,023 billion VND out of a total of 16,578 billion VND for the 10 packages (reaching 24.3% of the construction value).
For the four operational and exploitation service packages, the designs are currently being reviewed and approved, and the implementation schedule follows the schedule of the main construction packages.

Disbursement from the beginning of the year to the end of November 2024 reached 1,597 billion VND out of a total of 5,262 billion VND allocated for 2024 (reaching 30.3%).
Regarding the sand supply situation for the Project, to date, localities have licensed 6 sand mines for the Project, and it is expected that the remaining 7 mines will be licensed in December 2024.
Currently, the amount of sand mobilized for the project's construction is approximately 1.35 million m3. This volume is less than half of the project's construction requirement of 3.7 million m3 in 2024.
Therefore, TCIP recommends that the competent authorities and localities continue to expedite the licensing procedures for the remaining sand mines to supply sand for the Ho Chi Minh City Ring Road 3 Project.
The section of Ring Road 3 passing through Ho Chi Minh City is over 47 km long. The total investment for construction is 22,412 billion VND, while the land acquisition cost is 25,610 billion VND.
