In 2009, the project of anti-erosion embankment on Po Co riverbank (section through TT.Dak Glei, H.Dak Glei) was approved for investment by the People's Committee of Kon Tum province for the purpose of preventing floods and landslides.
With a length of more than 1,9 km, this project has a total investment of more than 93 billion VND. Funds are taken from the central budget to support the construction of works against landslides, urgent flood and storm control. The project is invested by Kon Tum Agriculture and Rural Development Construction Investment Project Management Board.
Implemented from 2009 to 2013, the project had to be halted due to difficulties in arranging capital. By 2019, the project will continue to be allocated capital to invest in the remaining necessary items to promote efficiency.
After allocating capital, the investor has implemented the remaining items. The contractor organized the construction and completed it by the end of 2021, ensuring the contract schedule. However, at present, the project has not been held for acceptance and handover, but some sections have been severely damaged.
April 2.6, PV Youth was present at the project site to record the fact. Accordingly, a section of embankment tens of meters long had collapsed the roof, causing the roof panels to collapse. Some parts of the roof are damaged, subsidence into a long way, causing cleft palate. At some points, the embankment roof was eroded, exposing the sand and soil below. Part of the collapsed roof tiles have been gathered in a yard, others are lying around near the riverbank. At the scene, there is a group of workers repairing the embankment roof.
Ms. Ha Thi Song Hue (in Dong Song village, TT.Dak Glei) said that during heavy rainstorms, flooding occurs in the village, and water overflows into the homes of households in low-lying areas. According to Ms. Hue, the embankment to prevent erosion of the Po Ko river bank has been built for a long time, lasting for decades, but so far has not been completed, with some damaged places. Therefore, according to Ms. Hue, the people here are looking forward to the agencies and departments to speed up the progress so that the project can be completed soon.
Mr. Do Duy Tuyen, Head of Dong Song village, TT.Dak Glei said that the designed sluice is located deep under the embankment, often filled with sand. The whole embankment of the Po Ko River passing through the village is more than 1 km long, but the drainage is sparse and small. When there is a flood, the water does not drain through the sewer in time, causing local flooding for people.
Talking to reporters, a leader of the People's Committee of H.Dak Glei said that the project has been implemented for a long time. "The locality is the beneficiary, but the project has been deployed for a long time, has not been handed over, has been damaged or degraded, which more or less affects people's lives," he said.
Mr. Tran Ngoc Tuan, Director of Kon Tum Agriculture and Rural Development Construction Investment Project Management Board, confirmed that a section of the embankment to prevent erosion of the Po Ko river bank (through TT.Dak Glei) was damaged and the section was damaged. This damage was constructed by Tuan Dung Co., Ltd.
“When the contractor finished construction, waiting for acceptance, a section of the embankment was damaged. Damaged value is about 1 billion VND. Currently, the project has not been accepted and handed over, so when damaged, the responsibility for repair still belongs to the contractor, "Mr. Tuan said.
