Working together to help people access digital amenities.
At over 60 years old, Mr. Tran Van Chien (Tay Thien village), a social welfare beneficiary in Tan My commune, used to think that receiving his monthly allowance could only be done in cash, as had been the case for many years. Therefore, when local officials encouraged him to open a bank account to receive his allowance via bank transfer, he couldn't help but feel anxious.
"I was worried that because I'm old, I wouldn't know how to use a phone and might accidentally press the wrong button and lose money. But thanks to the dedicated guidance from the staff many times, I'm now familiar with it. When the subsidy is transferred to my account, it's easier for my children and grandchildren to check and provide support," Mr. Chien shared.
Mr. Chien was not alone; many elderly people, people with disabilities, and those receiving social welfare in the commune initially faced similar difficulties. To facilitate this for the people, the local authorities coordinated with banks and community digital technology groups to go to villages and hamlets to assist in opening accounts, guiding people on how to use smartphones, and how to receive money through their accounts.

As the head of the community digital technology team in Tan Hoa village, Mr. Nguyen Van Hieu said that the implementation of digital transformation at the grassroots level faced many obstacles because many people, especially the elderly, were not yet familiar with using smartphones and electronic applications. “In some cases, we had to visit their homes multiple times to provide guidance. Elderly people often find it difficult to remember the operations, so we had to guide them step-by-step. When they received their first subsidy through their account and found it convenient, they gradually became more trusting,” Mr. Hieu said.
In the first six months of 2026, Tan My commune established 26 working groups to implement a campaign integrating electronic health records, health insurance cards, social security accounts, installing the QUANGTRI-S application, and verifying SIM ownership on VNeID in the villages. As a result, many people, especially the elderly and social welfare beneficiaries, have gradually become familiar with the digital environment.
A significant contribution to this result came from the youth union members. Leveraging their pioneering role in digital transformation, the Tan My Commune Youth Union mobilized nearly 150 youth union members to participate in community digital technology groups. Pham Tan Van, Secretary of the Tan My Commune Youth Union, stated that digital transformation is one of the areas where young people can demonstrate their pioneering spirit, volunteerism, and youthful energy.
“Each youth union member is not only a user of technology but also a bridge helping people access digital amenities. Through support activities at the grassroots level, youth union members contribute to spreading digital skills in the community, while also working together with localities to improve the effectiveness of implementing social security policies in the digital environment,” Mr. Van shared.
Towards building digital citizens.
Beyond simply changing the method of subsidy payment, digital transformation in the social security sector is helping people access policies more conveniently and transparently. According to the Tan My Commune People's Committee, the percentage of people receiving social welfare benefits through bank accounts has increased from 17.8% to 45.06%, exceeding the set target. This result not only contributes to improving the efficiency of policy management and payment but also represents a significant step in the implementation of digital transformation in the social security sector in the locality.
According to Le Ngoc Thanh, Vice Chairman of the Tan My Commune People's Committee, digital transformation in the field of social security not only facilitates people but also enhances the efficiency of state management at the grassroots level. Previously, the process of reviewing and cross-referencing information on beneficiaries of social policies was mainly done manually, which was time-consuming. As data is gradually digitized and updated synchronously, localities have better conditions for stricter management, reducing errors and ensuring that policies are implemented correctly, promptly, and transparently. At the same time, people also have easier access to policies and public services.
In the coming period, the locality will continue to promote propaganda and raise people's awareness of digital transformation; enhance the effectiveness of community digital technology groups; increase the percentage of people receiving subsidies through accounts, integrating utilities on VNeID and using online public services. This will contribute to improving the quality of social security policy implementation and gradually building a digital government and digital society from the grassroots level.
Initial results in Tan My commune show that when people are accompanied, supported, and guided appropriately, technology can absolutely become a bridge to bring social security policies closer to their lives.
