HNN - Bringing vocational training to local communities helps many rural workers, poor and near-poor households, and ethnic minorities gain more knowledge and skills to conduct business systematically, reducing risks in production and livestock farming.

Vocational training class in the countryside

At the end of December, the Vocational Education and Continuing Education Center (GDNN-GDTX) Region 2 organized a certification exam for 13 students of the Livestock Breeding and Disease Prevention course for pigs, cattle, and chickens in Binh Dien commune. The students are farmers, mostly from poor and near-poor households, ethnic minorities, and rural laborers in the commune. Over the course of three months, the students received practical training from teacher Hoang Nguyen Nhat Nam, covering topics from breeding selection techniques, feed mixing, vaccination, to identifying and treating common diseases in livestock and poultry.

Mr. Tran Toan (from Binh Dien commune) is one of the trainees in the class. His family used to raise 50 pigs, but last year, after just one outbreak of disease, the entire herd died because they didn't understand the proper disease prevention and vaccination procedures. "Losing all my capital, I realized how important knowledge is. I registered for this class to learn how to raise pigs properly, so I can start raising them again next year," Mr. Toan shared.

According to teacher Hoang Nguyen Nhat Nam, most of the trainees in the class are small-scale livestock farmers at their households. Previously, people mainly relied on word-of-mouth experience in livestock farming. “When livestock got sick, people had to call veterinarians, which was both costly and slow. After the training, they learned how to focus on disease prevention, self-vaccination, and monitoring their livestock… Some trainees are from poor households who received breeding cows from the National Target Program for Sustainable Poverty Reduction. Having learned how to care for, breed, and prevent diseases after participating in the training, they are gradually turning the supported cows into a long-term livelihood,” Mr. Nam said.

Based on the actual needs of the people, the Vocational Training and Continuing Education Center of Region 2 opens short-term vocational courses in localities such as: livestock and poultry farming techniques; food processing techniques; beverage mixing… suitable for the age, economic conditions and learning ability of rural workers. Mr. Nguyen Dinh Long, Director of the Vocational Training and Continuing Education Center of Region 2, said that every year, the Center develops a plan to bring vocational skills to the communes. The Center coordinates with the local government and organizations to survey needs and encourage people to participate in vocational training. Most importantly, it teaches what people need and can immediately apply to production and livestock farming at home.

Creating sustainable livelihoods

Implementing Sub-project 1, "Developing Vocational Education in Poor and Disadvantaged Areas," under Project 4 of the National Target Program for Sustainable Poverty Reduction, vocational education and continuing education centers are focusing on the simultaneous implementation of several key tasks, such as vocational training for rural laborers; developing vocational education linked to job creation for laborers in ethnic minority and mountainous areas. Simultaneously, they are expanding access to vocational training in disadvantaged areas, thereby creating sustainable livelihoods for the people. The selection of training fields and occupations is based on closely monitoring the socio-economic conditions and actual needs of each ward and commune.

In 2025, the Regional Vocational Training and Continuing Education Center 2, in coordination with the People's Committees of communes and wards, organized vocational training counseling and enrollment for 122 rural workers. These vocational training classes equipped people with the necessary knowledge to directly apply to production and livestock farming at household level as well as in small and medium-sized farms, helping to form systematic production habits, reduce risks, improve economic efficiency, and increase income.

At the Regional Vocational Training and Continuing Education Center 3, vocational training for rural workers, poor and near-poor households, and ethnic minorities is consistently maintained. Annually, the Center trains 74-85 rural workers under the New Rural Development Program; 6-15 workers from poor and near-poor households under the National Target Program for Sustainable Poverty Reduction; and specifically, 60-100 ethnic minority workers per year.

However, vocational training still faces many difficulties. Mr. Bui Quang Quyen, Director of the Vocational Education and Continuing Education Center of Region 3, said that the awareness of vocational training among some people is still limited. Difficult economic conditions prevent many people from truly considering vocational training to acquire skills and stable employment. The number of people benefiting from national target programs, such as workers from poor and near-poor households, participating in vocational training is still low.

This reality necessitates continued innovation in vocational training promotion and counseling, focusing on practical approaches that link vocational training with employment, career transition, and sustainable livelihoods for the people. The development of new training programs must ensure they closely align with the labor needs of businesses and are suitable for the learners' learning abilities. This will enhance the effectiveness of training and the sustainability of poverty reduction through vocational education.
