Looking back over more than 35 years of construction and development, Hue's official elevation to centrally-governed status is the result of persistent efforts, creativity, and strong political determination from the entire Party Committee. At the 17th City Party Congress, the work of Party building and the political system, especially organizational and personnel work, has seen many positive changes. The political system's apparatus has been streamlined to operate efficiently and effectively; personnel work has been carried out according to procedures and regulations, ensuring democracy, openness, and transparency.

The Resolution of the 17th National Congress also frankly pointed out that organizational and personnel work still has aspects that are not up to par with the tasks; the capacity of some officials and civil servants to perform their duties has not kept pace with the requirements of rapid and sustainable development; and there is a shortage of high-quality human resources, skilled officials, and leading experts in some key fields. These are "bottlenecks" that need to be addressed soon in the new development phase.

Comrade Phan Xuan Toan, Standing Committee member of the City Party Committee and Head of the City Party Committee's Organization Department, emphasized: "Building a team of cadres that meets the requirements of a centrally-governed city must be carried out synchronously and rigorously from the stages of evaluation, planning, training, and fostering to the placement and utilization of cadres. In particular, the effectiveness of work, concrete products, and the satisfaction of the people and businesses must be used as the yardstick for evaluating cadres, thoroughly overcoming the situation of favoritism and formalism."

According to Comrade Phan Xuan Toan, the Standing Committee of the City Party Committee clearly defined the requirement to build a team of cadres who are "both politically sound and professionally competent," in which political qualities, ethics, and lifestyle are the foundation; professional competence, innovative thinking, and the ability to adapt to the modern management environment are the decisive conditions. Cadre training and development have been reformed to be linked to job positions and key city programs such as heritage urban development, digital transformation, science and technology, specialized healthcare, and high-quality education and training.

The Resolution of the 17th National Congress also clearly defined the task of building a team of truly exemplary leaders and managers at all levels, especially those in leadership positions, who possess sufficient "heart, vision, intellect, and courage," dare to think, dare to act, and dare to take responsibility for the common good; while resolutely screening and replacing cadres with limited capabilities, low prestige, and who do not meet the requirements of the task.

Breakthrough solution

During the implementation of the Resolution on personnel work, Central Committee member and Secretary of the Hue City Party Committee Nguyen Dinh Trung affirmed: “ Hue City is entering a new stage of development with great aspirations, high goals, and increasingly stringent requirements. To successfully implement the Resolution of the 17th Party Congress, the decisive and overarching factor is people, the team of cadres in the political system.”

According to Party Secretary Nguyen Dinh Trung, building a contingent of cadres is not only the responsibility of the Party's organizational and personnel department but also the responsibility of the entire political system, first and foremost the responsibility of the Party committees and their leaders. Cadre work must be placed within the overall task of building a clean and strong Party and political system; closely linked to the requirements of socio-economic development, ensuring national defense and security, and international integration.

Party Secretary Nguyen Dinh Trung requested continued strong innovation in the Party's leadership methods; promoting decentralization and delegation of power coupled with strengthened inspection and supervision; building a team of cadres with strategic thinking, modern management capabilities, and the ability to work in a digital environment and integrate internationally. At the same time, he emphasized strengthening discipline and order; resolutely preventing and combating corruption, negative practices, and waste; and building a team of honest, dedicated cadres who are truly "servants of the people."

One of the breakthrough solutions identified in the Resolution of the 17th Party Congress is the development of human resources, especially high-quality human resources. Hue City will issue preferential mechanisms and policies to attract, reward, and effectively utilize experts, scientists, and talented officials in key fields such as information technology, artificial intelligence, semiconductor industry, specialized healthcare, heritage preservation, and unique culture and arts. At the same time, emphasis will be placed on identifying, training, and nurturing young officials, female officials, and officials from ethnic minorities from grassroots levels; creating an environment for training and contributing to form a high-quality successor team, ensuring continuity and development.

Building a team of officials that meets the development requirements of Hue City, a centrally-governed city, is linked to strengthening Party inspection, supervision, and discipline; promoting the supervisory role of the People's Council, the Fatherland Front, political and social organizations, and the people, in order to promptly detect and strictly handle violations, while protecting dynamic, creative officials who dare to think and act for the common good. Building a team of officials with sufficient qualities, capabilities, and prestige, commensurate with the tasks, is both an urgent and long-term task.
