
In recent years, the dissemination of legal education in schools has become a highlight of Quang Ninh province. Beyond theoretical lessons, legal knowledge is conveyed to students through various visual and engaging methods. In 2025, the online competition "Understanding the Law on Road Traffic Order and Safety," organized by the Provincial Council for Coordination of Legal Education, attracted over 92,500 participants in just one month. Dam Mai Linh, a student in class 10A7 at Hon Gai High School, shared: "Through extracurricular activities and the online competition, I understand more clearly the regulations on traffic safety and the responsibilities of each citizen. Learning through scenarios and illustrative images helps us easily absorb, remember, and apply the knowledge to daily situations when participating in traffic."
Along with education in schools, legal awareness activities in the province have also been strongly expanded, reaching many different target groups. A prime example is the rally held on the morning of November 8, 2025, at the 30/10 Square in Ha Long Ward, attended by over 1,000 delegates, officials, union members, and citizens. The solemn atmosphere of the ceremony was reflected in messages emphasizing the role of law in social life, linked to the goal of building a service-oriented, transparent, and disciplined administration.

Alongside the awareness-raising activities, legal education and dissemination in the province has been implemented in an increasingly systematic, focused, and targeted manner. Various forms of communication, including direct and online dissemination, specialized training, dialogues at the grassroots level, and models of communication through mediation groups or law clubs, are regularly maintained and adapted to suit different target groups.
Mr. Vu Khac Hoan, Vice Chairman of the Lien Hoa Ward People's Committee, said: “Immediately after the two-tiered local government model was put into operation, the ward reviewed and strengthened 31 mediation teams in the villages and neighborhoods. We selected reputable individuals with legal knowledge to serve as the core group for disseminating new policies and regulations to the people. At the same time, the mediation teams effectively resolve conflicts and disputes at the grassroots level, contributing to reducing complaints, maintaining order, and building a cultural life in residential areas.”
During the period 2020-2025, the entire province organized nearly 31,000 propaganda campaigns, attracting more than 4.3 million participants; organized 730 legal knowledge contests in the fields of civil law, criminal law, traffic safety, and prevention of domestic violence; and distributed nearly 10 million legal documents to villages, hamlets, residential areas, remote areas, border regions, and islands. Many localities have effectively maintained models such as "Law Day at the grassroots level," "Law Market," and "Legal Self-Management Groups," contributing to bringing legal information to the people in a visual and easily accessible way.

Along with public awareness campaigns, the need to improve the quality of lawmaking and enforcement is becoming increasingly urgent. In the past five years, Quang Ninh has issued more than 800 legal documents, covering fields from economics , resources and environment, urban development, social welfare to administrative reform. Important draft documents undergo thorough impact assessments and are publicly solicited from citizens, businesses, experts, and relevant agencies. The process is multi-faceted, involving critical review, ensuring that the issued documents are both legally sound and practical, easy to understand, and easy to implement. Many localities have proactively reviewed documents, promptly abolishing or amending outdated regulations; strengthening inspections, self-inspections, and handling documents showing signs of illegality. These efforts have contributed to perfecting the province's legal framework, creating a basis for more effective government operation, while strengthening the people's trust in a transparent, disciplined, and modern governance system. The Department of Justice - the Standing Agency of the Provincial Council for Coordination of Legal Education and Dissemination - has proactively innovated its implementation methods, enhanced the application of technology, improved the quality of document appraisal, and closely coordinated with specialized agencies to bring the law closer to the people.
The intensified efforts in lawmaking and enforcement, along with widespread legal education and dissemination, are creating a solid foundation for social governance in Quang Ninh. These efforts have contributed to perfecting the legal system, improving enforcement effectiveness, and strengthening public trust, thereby contributing to building a disciplined, civilized, and sustainably developed society.
