In recent years, legal education and dissemination (LEP) in schools has become a bright spot in Quang Ninh. Not only limited to theoretical lessons, legal knowledge is conveyed to students in many visual and vivid forms. In 2025, the online contest "Learning about the law on road traffic order and safety" organized by the Provincial LEP Coordination Council attracted more than 92,500 entries in just one month. Student Dam Mai Linh, Class 10A7, Hon Gai High School, shared: "Through extracurricular activities and online contests, I better understand traffic safety regulations and the responsibilities of each citizen. Learning through situations and illustrations helps us to absorb easily, remember for a long time and know how to apply them to everyday situations when participating in traffic."
Along with education in schools, legal propaganda activities in the province have also been strongly expanded, spreading to many different target groups. A typical example is the morning rally on November 8, 2025 at October 30 Square, Ha Long Ward with the participation of more than 1,000 delegates, officials, union members and people. The solemn atmosphere of the ceremony was expressed through messages emphasizing the role of law in social life, associated with the goal of building a service-oriented, transparent and disciplined administration.
Along with the response activities, the work of legal dissemination in the province is being implemented more and more systematically, with focus and key points. Forms of direct and online propaganda, specialized training, dialogue at the grassroots level, propaganda models through mediation groups or legal clubs are all maintained regularly, suitable for each target group.
Mr. Vu Khac Hoan, Vice Chairman of Lien Hoa Ward People's Committee, said: "Immediately after the two-level local government model was put into operation, the ward reviewed and consolidated 31 mediation teams in villages and areas. We selected prestigious people with legal knowledge to be the core in propagating new policies and regulations to the people. At the same time, the mediation teams maintained a good job of resolving conflicts and disputes right at the grassroots level, contributing to reducing complaints, maintaining order and building a cultural life in residential areas."
In the 2020-2025 period, the province organized nearly 31,000 propaganda sessions, attracting more than 4.3 million participants; organized 730 legal competitions in the fields of civil, criminal, traffic safety, domestic violence prevention, etc.; distributed nearly 10 million legal documents to villages, hamlets, residential groups, remote areas, border areas, and islands. Many localities have effectively maintained models such as "Law Day at the grassroots level", "Legal Market", "Legal Self-management Group", contributing to bringing legal information to people in an intuitive and accessible way.
Along with propaganda, the need to improve the quality of law making and enforcement is becoming increasingly urgent. In the past 5 years, Quang Ninh has issued more than 800 legal documents, covering areas from economics , natural resources - environment, urban areas, social security to administrative reform. Important draft documents are all thoroughly assessed for impact, publicly soliciting wide opinions from people, businesses, experts and relevant agencies. The process is carried out in a multi-dimensional, critical manner, ensuring that when issued, documents are both legal and practical, easy to understand and easy to implement. Many localities have proactively reviewed documents, promptly abolished or amended inappropriate regulations; strengthened inspection, self-inspection and handling of documents with signs of illegality. These efforts have contributed to perfecting the province's legal corridor, creating a foundation for the government to operate more effectively, while strengthening people's trust in a transparent, disciplined and modern governance. The Department of Justice - the Standing Office of the Provincial Coordination Council for Legal Dissemination has proactively innovated implementation methods, increased the application of technology, improved the quality of document appraisal and closely coordinated with specialized agencies to bring the law closer to the people.
The promotion of law making and enforcement, along with widespread dissemination of legal knowledge, is creating a solid foundation for social governance in Quang Ninh. These efforts have contributed to perfecting the legal system, improving enforcement efficiency and strengthening people's trust, contributing to building a disciplined, civilized and sustainably developed society.
