Stopping at the "red line"

Over the past period, the fight against corruption, waste, and negative practices in the province has continued to be implemented comprehensively and continuously, without any forbidden areas or exceptions. The strict handling of cases and the tightening of accountability for leaders have contributed to consolidating discipline and order, strengthening public trust, and creating an important foundation for sustainable development in the new term.

According to Tran Kiem Phong, Deputy Head of the Standing Committee of the Provincial Party Committee's Internal Affairs Department, the fight against corruption, waste, and negative practices has been consistently and decisively led and directed by the Provincial Party Standing Committee and Party committees at all levels, achieving many important results. Party inspection and supervision, investigation, prosecution, and trial have been strengthened, linked to personnel organization work, and violations have been strictly handled in accordance with the law and the Party Charter.

Over the five-year period (2020-2025), authorities proactively inspected 4,943 Party organizations and 121,214 Party members; disciplinary action was taken against 104 Party organizations and 2,356 Party members. Inspection work uncovered 36 cases with suspected violations, which were transferred to investigative agencies for handling according to their jurisdiction. To date, prosecuting agencies have tried 70 cases involving 218 defendants, with the amount of misappropriated funds exceeding 270 billion VND, and over 45% of the funds recovered.

According to the Provincial Inspectorate, during the period 2021-2025, the entire sector conducted more than 1,500 administrative and specialized inspections, detecting over 500 instances of economic violations by various units, with over 158 billion VND misused, and recommending its recovery. To date, over 90% of the misappropriated funds have been recovered; administrative sanctions have been recommended against 491 collectives and 1,863 individuals, including 34 cases transferred to investigative agencies for consideration of criminal responsibility.

Many complex and protracted cases have been discovered and handled strictly, such as: violations in land management and use in Phu Quoc; violations at the People's Committees of communes in Cho Moi district (before the merger) regarding the management and use of public finances and assets; violations in state management of mineral resource exploitation and mining activities…

The Provincial Steering Committee for the Prevention and Combat of Corruption, Waste, and Negative Phenomena has been established and is gradually stabilizing its operations; directing agencies to definitively resolve 6 out of 6 cases under the supervision and direction of the Central Steering Committee; 11 out of 18 cases and incidents under the supervision and direction of the Provincial Steering Committee; and definitively resolving 4 out of 6 cases under the supervision and periodic reporting requirements of the Central Steering Committee.

In particular, the Provincial Party Standing Committee issued numerous leadership and guidance documents, assigning responsibility to Party secretaries and heads of units to directly supervise the implementation of anti-corruption, anti-waste, and anti-negative practices, holding them directly accountable to their superiors; they will be punished if they neglect leadership and management, allowing corruption to occur in their agencies, units, or localities.

Through inspections, monitoring, and audits, 13 cases of heads of departments were considered for disciplinary action, including 3 cases receiving a warning and 10 cases receiving a reprimand. In addition, throughout the province, 17 former leaders and commanders, after being disciplined, are being considered for removal from office, resignation, dismissal, or reassignment to other positions.

However, the province frankly acknowledges that, alongside the achievements, the fight against corruption, waste, and negative practices still has some limitations. In some Party committees and organizations, the organization of dissemination, study, and concretization of policies is still slow and not rigorous enough.

Some officials and Party members lack the spirit of setting a good example; their awareness of complying with Party regulations and State laws is not high. Inspection and supervision work in some places has not been carried out regularly and comprehensively. Transparency and accountability in public service activities are sometimes limited. If these "red lines" are not promptly rectified and addressed, more cases will be crossed.

At the conference summarizing the work on preventing and combating corruption, waste, and negative phenomena during the 13th National Party Congress term and the 11th Provincial Party Congress term, Comrade Nguyen Tien Hai - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee for preventing and combating corruption, waste, and negative phenomena - emphasized the need to continue promoting the prevention and combating of corruption, waste, and negative phenomena and judicial reform, considering this a key and regular political task of the entire political system. Eight key tasks need to be implemented in the coming period. “In addition to improving the quality and effectiveness of the Provincial Steering Committee's operations, it is necessary to tighten discipline and order, and uphold the responsibility of the leaders. The heads of Party committees, governments, agencies, and units must be proactive, decisive, set an example, and take responsibility if violations occur,” Comrade Nguyen Tien Hai proposed.

Furthermore, greater emphasis must be placed on propaganda and education regarding integrity, frugality, and combating corruption, including strengthening the fight against misinformation; guiding public and business activities to participate in monitoring and reporting acts of corruption, waste, and negative behavior. Authorities must control power in personnel management; effectively control the assets and income of those in positions of power; and enhance the accountability of officials and civil servants.

Inspections, supervision, and audits will focus on sensitive areas and sectors prone to corruption (land, public investment, finance and budget, bidding, and public asset management). Judicial agencies will coordinate closely to improve the quality of investigation, prosecution, trial, and enforcement of judgments, contributing to strengthening public trust.

With a proactive approach to combating corruption, waste, and negative practices, at the national conference summarizing the work on preventing and combating corruption, waste, and negative practices during the 13th Party Congress term on December 11th, General Secretary To Lam reiterated the principle of "no forbidden zones, no exceptions," further emphasizing: No one is allowed to cross the "red line." Indeed, stopping before the "red line" is a requirement for discipline, a measure of the character, responsibility, and integrity of each official and Party member.
