The surprising result was that more than 56,200 IELTS certificates were issued by IDP to those in need without permission from the Ministry of Education and Training . This has revealed a gap in the inspection and supervision of testing activities and the issuance of international foreign language certificates.
In fact, although IDP was only licensed by the Ministry of Education and Training to resume organizing foreign language certification exams in Vietnam on November 17, 2022, from January 1, 2022 to November 16, 2022, the company has organized 555 exams and issued a total of more than 56,200 IELTS certificates.
Speaking about the incident, an IDP representative said that the certificates issued during this period are still recognized by more than 12,000 organizations worldwide . And to ease public concerns, the Ministry of Education and Training affirmed that foreign language proficiency certificates issued by affiliated testing organizations, when meeting quality assurance conditions, will continue to be used normally according to the Ministry of Education and Training's regulations on testing, enrollment and training, without affecting the rights of those who are granted certificates.
According to the provisions of Decree No. 86/2018/ND-CP and Circular No. 11/2022/TT-BGDDT, in order to be allowed to jointly organize foreign language proficiency certificates, the joint parties need to prepare a dossier requesting the Ministry of Education and Training for approval, including: Application for approval of joint organization of foreign language proficiency certificates; agreement or contract between the testing facility in Vietnam and the foreign language proficiency assessment facility; document confirming the legal status of the joint parties; project to organize exams to grant foreign language proficiency certificates. The Ministry of Education and Training has sent the form and detailed instructions on the order and procedures of the dossier to the units.
The Ministry of Education and Training requested a series of units organizing exams and issuing international foreign language certificates in Vietnam (including IDP) to temporarily stop organizing exams and issuing certificates in November 2022 due to the prolonged debt and incomplete records of the units.
The move by the Ministry of Education and Training aims to ensure that joint activities to organize foreign language proficiency exams in Vietnam are carried out in accordance with legal regulations, protect the rights and interests of certificate holders, and avoid widespread organization of exams for certificates without quality control.
Strengthening inspection, examination, and handling according to authority the joint organization of foreign language proficiency certification exams in the area according to the provisions of Decree 86 and Circular 11 is a strong requirement of the Ministry of Education and Training. However, through the incident of IDP's illegal certification exams, it shows that there are still huge gaps in this activity. Public opinion raises the question: besides IDP, are there any other units that issue certificates in violation of regulations?
If so, how will the Ministry of Education and Training handle the affiliated organization to avoid similar situations? “Strengthening the inspection and supervision of the activities of units and organizations that conduct training, joint training, and issue foreign language certificates in Vietnam in accordance with legal regulations” is one of the contents stated by the Inspectorate of the Ministry of Education and Training in the conclusion of the inspection of IDP's certification exams.
Hopefully, this needs to be recognized, learned from and seriously implemented; do not let it be just a slogan, affecting the rights of those in need and losing the trust of the people.
