The results were surprising, revealing that IDP issued over 56,200 IELTS certificates to individuals without the permission of the Ministry of Education and Training . This exposed a gap in the inspection and supervision of international language testing and certification activities.

In fact, although IDP was only granted permission by the Ministry of Education and Training to resume its partnership in organizing foreign language certificate exams in Vietnam on November 17, 2022, from January 1, 2022 to November 16, 2022, the company had already partnered in organizing 555 exam sessions and issued a total of over 56,200 IELTS certificates.

Speaking about the incident, an IDP representative stated that certificates issued during this period are still recognized by over 12,000 organizations worldwide . To alleviate public concerns, the Ministry of Education and Training affirmed that foreign language proficiency certificates issued by affiliated testing organizations, when meeting quality assurance conditions, will continue to be used normally according to the Ministry's regulations on examinations, admissions, and training, without affecting the rights of certificate holders.

According to Decree No. 86/2018/ND-CP and Circular No. 11/2022/TT-BGDĐT, in order to organize joint examinations for foreign language proficiency certificates, the participating parties must submit an application to the Ministry of Education and Training for approval, including: an application for approval to organize joint examinations for foreign language proficiency certificates; an agreement or contract between the examination organizing institution in Vietnam and the foreign language proficiency assessment institution; a document confirming the legal status of the participating parties; and a plan for organizing the examinations to issue foreign language proficiency certificates. The Ministry of Education and Training has sent out the application form and provided detailed instructions on the procedures and required documents to the relevant units.

The Ministry of Education and Training's request in November 2022 for a number of organizations that conduct international language exams and issue certificates in Vietnam (including IDP) to temporarily suspend their operations was due to the prolonged backlog and incomplete documentation of these organizations.

The Ministry of Education and Training's move aims to ensure that the organization of foreign language proficiency certificate exams in Vietnam is carried out in accordance with the law, protecting the rights and interests of certificate holders and preventing the widespread and uncontrolled organization of these exams.

Strengthening inspections, examinations, and handling, within the scope of authority, of the joint organization of foreign language proficiency certificate exams in the area, as stipulated in Decree 86 and Circular 11, is a strong requirement of the Ministry of Education and Training. However, the incident of IDP issuing certificates in violation of regulations shows that there are still significant gaps in this activity. Public opinion raises the question: besides IDP, are there any other organizations that issue certificates in violation of regulations?

If so, how will the Ministry of Education and Training handle the affiliated organization to prevent similar situations from occurring? "Strengthening the inspection and supervision of the activities of units and organizations conducting training, joint training, and issuing foreign language certificates in Vietnam in accordance with the law" is one of the points raised by the Ministry of Education and Training's Inspectorate in its inspection report on IDP's certificate examinations.

Hopefully, this issue will be recognized, lessons learned, and implemented seriously; it shouldn't remain just a slogan, affecting the rights of those in need and eroding public trust.
