The election process has been identified by the Hanoi City Party Committee, People's Council, People's Committee, Election Committee, and Vietnam Fatherland Front Committee as a key political task, implemented with the spirit of "taking a step ahead," urgently, synchronously, systematically, in accordance with regulations, and ensuring progress according to the plan.

Immediately after the Central Committee issued guiding documents, the City Party Committee, the City People's Council, and the City People's Committee promptly established and strengthened the Steering Committee and Election Committee at all levels; and developed and issued 186 documents with a system of plans, guidelines, and specific task assignments for each agency and unit.
Notably, Directive No. 47-CT/TU dated September 26, 2025, of the Hanoi City Party Committee, along with plans from the Standing Committee of the People's Council, the People's Committee, and the City Election Committee, aim to concretize the implementation roadmap for each stage according to the motto "clear person, clear task, clear time, clear responsibility, clear output, clear authority".
To effectively conduct election campaigning activities at the voter outreach meeting, on February 25, 2026, the City Election Committee organized a meeting with candidates for the 16th National Assembly and City People's Council for the 2026-2031 term to inform them about the city's socio-economic situation, national security and defense, and to guide candidates in developing action programs for voter outreach and election campaigning.
The city has also provided guidance on banner and slogan designs for propaganda; developed a set of mock-up templates and instructed communes and wards on decorating polling areas; and created detailed plans for propaganda, cultural and artistic performances in communes and wards. The atmosphere leading up to March 15, 2026 is spreading strongly and widely throughout the capital.

In addition, the City Election Committee directed the City's Information and Propaganda Subcommittee to develop a comprehensive plan, assigning specific tasks to each media agency and grassroots cultural and information unit. Radio, television, print, and online newspapers, as well as websites of departments, agencies, communes, and wards, simultaneously launched special sections and columns to publicize the significance and importance of the election; digital platforms and social networks were also effectively utilized, contributing to the dissemination of official information and combating false and distorted views related to the election.
Inspection and supervision work was strengthened through 16 working groups of the Standing Committee of the City Party Committee and 7 supervisory groups of the Standing Committee of the City People's Council; city leaders regularly worked with communes and wards; and tasks were assigned according to the "6 clear principles". Training was organized in a hands-on manner, with plans and scenarios developed to conduct drills for several hypothetical situations, helping grassroots officials improve their skills and proactively handle emerging situations.
Continue to thoroughly understand the meaning and importance of the election.
From now until March 15, 2026, there is still a lot of work to be done, but the Standing Vice Chairman of the Hanoi People's Council and Vice Chairman of the Hanoi Election Committee, Tran The Cuong, emphasized that with the proactive, decisive, and highly responsible spirit of all levels and sectors, and the positive response of voters, the election preparation work in Hanoi is on the right track and on schedule.

The Standing Vice Chairman of the Hanoi People's Council and Vice Chairman of the Hanoi Election Committee stated that, based on the regulations of the law on elections and the plan of the National Election Council, the Hanoi People's Committee will continue to thoroughly understand the meaning and importance of the election, identifying it as a particularly important political task for the entire political system in the first quarter of 2026.
At the same time, continue to review, compile, update, and post voter lists to ensure the voting rights of citizens, especially those working or studying far from home, people with disabilities, and the elderly; paying attention to areas with unique characteristics.
Adhering closely to the leadership and guidance of the Central Committee; paying attention to and creating favorable conditions for candidates nominated by the Central Committee for the National Assembly; proactively monitoring the situation and public opinion; and promptly resolving opinions, suggestions, complaints, and denunciations related to the election in accordance with the law.
In addition, it is necessary to strengthen information and communication about the election with diverse and comprehensive methods of dissemination, tailored to the target audience and characteristics of voters; continue to enhance training and professional development for election staff, especially at the grassroots level and members of polling stations; develop scenarios for implementing election work, resolving issues arising at the grassroots level, and anticipating potential situations.
Strengthen the supervision and inspection work of the Steering Committee, Election Committees at all levels, and relevant agencies in the process of preparing and organizing elections, especially at the grassroots level; promptly detect and correct shortcomings and violations that may affect election results. Promote the application of information technology and digital transformation in election work in accordance with regulations.
