EU announces technology sovereignty package.

On June 3rd, the European Union (EU) officially announced the European Technology Sovereignty Package, a set of policies considered a turning point in the bloc's approach to digital technology.

At the press conference announcing the Technology Sovereignty Package, Henna Virkkunen, Executive Vice President of the European Commission, emphasized that now is the time for Europe to take control of its data, supply chains, and its own future.

The policy package comprises four pillars. Chips Act 2.0 will accelerate the development of domestic semiconductor chips, a sector projected to account for over 70% of the global semiconductor market by 2030. The Cloud and Artificial Intelligence (AI) Development Act aims to triple data center capacity in the next 5 to 7 years, while establishing a unified EU-wide cloud sovereignty assessment framework. The open-source strategy leverages the strengths of over three million European programmers to reduce reliance on foreign proprietary software. And the Energy Digitalization Roadmap will ensure data centers are sustainably integrated into the grid.

Two of the proposed laws in this package will have to go through negotiations in the European Parliament and the EU Council. Next July, the European Commission will call for investment in AI megafactories and launch the establishment of a large-scale equity fund to finance the bloc's technology ambitions.
