"Be close to the people, understand the people."

QTO - This has been the guiding principle throughout the work of Mr. Le Quang Thanh, Secretary of the Party Branch of Thuan Vinh residential area, Dong Son ward. From this mindset, many grassroots policies have been effectively implemented, creating consensus among the people and contributing to the appearance of a civilized, united, and sustainably developing residential area.

In 2020, Mr. Le Quang Thanh (born in 1962) was elected Head of the Front Committee of Thuan Vinh residential area. In July 2021, he was re-elected as Secretary of the Party Branch. In his capacity as the head of the Party branch, he consistently demonstrated a strong sense of responsibility, a thorough and democratic approach, and a scientific approach ; he listened to and respected the legitimate opinions of the people; strictly adhered to the principle of democratic centralism, and prioritized the collective interest above all else.

Recognizing the Party branch as the political nucleus at the grassroots level, Mr. Thanh paid special attention to improving the quality of Party branch activities. Together with the Party branch committee, he reformed the content and methods of meetings to be more practical; promoting the role and responsibility of each Party member. As a result, the Thuan Vinh Party branch, with 69 members, has consistently maintained its title as a clean and strong Party branch for many years; the Party members have effectively played their pioneering and exemplary roles, creating consensus and spreading positive influence in the residential area.

A prominent achievement in the leadership of Party Branch Secretary Le Quang Thanh is his focus on economic development and improving the lives of the people. Thuan Vinh residential area currently has 354 households with 1,304 inhabitants. Based on the actual conditions, he has focused on leading the Party branch to implement many solutions suitable to the urban characteristics, such as: Shifting the structure of crops and livestock; encouraging the development of small-scale handicraft production, services, and trade; creating conditions for people to boldly invest and expand production and business. Not only did he issue policies, but Mr. Thanh also directly propagated, mobilized, and explained to the people so that they understood, agreed, and participated in the implementation. As a result, the economic life of Thuan Vinh has continuously improved. The residential area currently has no poor households, only one near-poor household; the average per capita income is projected to reach 62 million VND/person/year by 2025.

Alongside economic development, Mr. Le Quang Thanh has devoted much effort to building new rural areas and civilized urban areas. He actively mobilizes the people to maintain environmental hygiene and effectively implements the "Green, Clean, and Beautiful Sunday" model on the first and second weeks of each month. The newly renovated and improved roads, now stretching over 1,000 meters, contribute to a more attractive and uniform appearance for the residential area. Environmental protection models have been implemented comprehensively, yielding practical results: 100% of households have sanitary facilities; 98% of households use tap water; 98% of households participate in waste collection; and 90% of households have standard trash cans. In particular, the successful community mobilization model "My house has a fire extinguisher" has been positively received by the people, with 96% of households equipping themselves with fire extinguishers, contributing to raising awareness of prevention and ensuring safety at the household level.

Besides caring for the material well-being of the people, Mr. Thanh also paid special attention to their cultural and spiritual lives. Campaigns such as "All people unite to build a cultured life," and "All people unite to build new rural areas and civilized urban areas" were widely implemented. Cultural and artistic activities, as well as sports, became regular movements, attracting large numbers of people to participate. In the field of national defense and security, Mr. Thanh consistently adhered to the Party Committee's resolutions, directing the local authorities to maintain political security and social order. The "Mediation Team" model operated effectively, promptly resolving minor conflicts at the grassroots level. The application of the Zalo model, connecting citizens with a participation rate of over 90%, helped to disseminate information on policies and guidelines quickly and transparently.

Commenting on the Secretary of the Thuận Vinh Residential Area Party Branch, Ms. Lê Thị Thu Cúc, Deputy Secretary of the Đồng Sơn Ward Party Committee, affirmed: “Comrade Lê Quang Thành is a very responsible, exemplary, and dedicated grassroots official. He effectively plays the leading role of the Party branch, doing a good job in mass mobilization work and creating high consensus among the people. The achievements in Thuận Vinh clearly demonstrate his spirit of daring to think, daring to act, and matching words with deeds.” With his persistent and responsible contributions, the Thuận Vinh Residential Area has been awarded the title of "Cultural Residential Area" for many consecutive years. Mr. Lê Quang Thành himself has been commended and rewarded by various levels and sectors, and has been recognized as an outstanding Party member for five consecutive years (2020-2024). More importantly, he has left a beautiful mark as a dedicated and responsible Party branch secretary, contributing to building Thuận Vinh into an increasingly civilized, prosperous, and compassionate place.
