Transaction points operate smoothly and conveniently.
At the first transaction session at the Xuan An branch in Ham Thang ward, the branch office assigned staff to coordinate with four political and social organizations (Women's Union, Youth Union, Veterans' Association, and Farmers' Association) and the heads of Savings and Loan Groups to ensure full attendance and preparation for transactions. With adequate facilities, the disbursement, debt collection, interest collection, and deposit acceptance processes were organized scientifically, conveniently, and quickly, creating convenience and satisfaction for the people.
The Party Secretary of Ham Thang Ward, Dang Thanh Phuc, was also present at the transaction point to inspect and direct operations to ensure stable and smooth policy credit activities after the merger. Mr. Phuc emphasized: “After the merger of administrative units, the first transaction session in the new ward is an important starting point. I hope that associations, organizations, and savings and loan groups will continue to play their roles and proactively resolve difficulties and obstacles that have arisen in the past. In the future, it is necessary to maintain order and adhere to principles and regulations to effectively and promptly provide capital to the people. In case of difficulties or shortcomings, they should be reported immediately for support and prompt resolution.”
Ms. Pham Thi Ngoc Yen, Chairwoman of the Women's Association of Ham Thang Ward, said: "The Association is currently managing 18 savings and loan groups with 884 members, with a total outstanding loan balance of over 32 billion VND. Transaction activities are still maintained according to the old schedule, without any disruption after the merger. We will regularly monitor the loan needs of our members and propose to the Social Policy Bank to disburse funds to support women in developing their economy and stabilizing their lives through trade. The Association also closely monitors the area, visits borrowers after disbursement, and urges them to pay interest, save, and minimize overdue debts."
Reporters observed that transactions at Phu Trinh (Phan Thiet ward) and Phu Tai and Phong Nam (Binh Thuan ward) transaction points were running smoothly and efficiently. Ms. Pham Thi Bay, head of the Savings and Credit Group in Xuan Phu village (Binh Thuan ward), said: “Today I came to deposit savings and pay interest to the group members. After the merger, all operations remain stable, with no problems. The number of group members has increased to 55, with a total outstanding loan balance of 2.9 billion VND.”
The Lam Dong Provincial Branch of the Vietnam Bank for Social Policies currently has 1 head office, 27 transaction offices, and 329 transaction points in 124 communes, wards, and the Phu Quy Special Economic Zone. The entire system has 6,460 savings and loan groups, serving nearly 290,000 customers with preferential loans, ranking 4th nationwide in terms of outstanding loan balance.

Following the merger, the Vietnam Bank for Social Policies (VBSP) of Lam Dong province established the Binh Thuan Branch, which commenced operations on July 1st. Currently, there are 19 transaction points across 7 wards and communes, managing 352 savings and loan groups, with outstanding loans totaling approximately 880 billion VND and over 16,000 customers with outstanding debt. To ensure smooth transaction operations, the Binh Thuan Branch has provided detailed information on procedures and key points to note to the heads of the savings and loan groups. Notably, after the merger, the transaction points are still maintained at the former commune/ward People's Committee offices, aiming to provide the most convenient access to loans for residents while minimizing travel and ensuring timely and effective implementation of policy credit.
Mr. Ly Khau Nghia, Deputy Director of the Vietnam Bank for Social Policies (VBSP) in Lam Dong province and Director of the VBSP Binh Thuan branch, stated: With the motto of processing applications at home and disbursing funds at transaction points, the VBSP system in the province continues to promote the model of transaction points at the grassroots level, a unique characteristic of the VBSP. This model has been and continues to be effective, helping poor households and other policy beneficiaries access preferential government capital in a timely manner, saving travel costs and facilitating the loan process.
