
When dreams come true
In the late afternoon, the social housing area in the Nam Hai Duong urban area begins to liven up. The sounds of children playing in the courtyard and families calling out to each other after work create the very ordinary sounds of a residential area gradually becoming full of life.
That atmosphere might be commonplace for many, but for numerous families who once lived in cramped rented rooms, it was an image they only dreamed of.
Standing in front of her newly moved-in apartment, Ms. Le Thi Duyen, born in 1978, residing in residential area No. 1, Tan Hung ward, still says that sometimes she feels like everything that has happened is a dream. Nearly two decades as a factory worker, with her husband as a train driver, the couple had planned to buy a house for many years but always had to put it on hold. Living expenses and their children's education made saving up for a home a constant challenge.
Years ago, her family also considered taking out a commercial loan to buy a house. But every time they calculated the monthly payments, the couple hesitated. Although their family income was stable, they still needed to allocate funds for many other expenses. Therefore, buying a house remained a plan but never materialized.
In December 2025, Ms. Duyen received a loan of 532 million VND from the policy credit program to buy a social housing apartment. "Before, the thought of buying a house felt so far-fetched to my husband and me. Even when we applied for the loan, we were nervous, wondering if we would even get the money. Now, after work, we have our own home to go to, and it feels so warm and happy," Ms. Duyen shared.
Another neighbor in this social housing complex is Ms. Nguyen Thi Thuy, born in 1995. Ms. Thuy works as an accountant, and her husband is a factory worker. In August 2025, her family received a loan of 460 million VND to buy a house. "Before, my husband and I only thought about working hard and saving little by little. Now that we have a house, we realize we can start thinking about the long-term future," Ms. Thuy said.
Such scenes are becoming increasingly common as social housing projects are implemented alongside expanded access to capital, bringing more families closer to their dream of owning a home.
More than just a loan

In reality, for many workers, laborers, or middle-income families, the biggest challenge lies not only in housing prices but also in the monthly financial pressure. Commercial loans with short repayment periods or high repayment costs sometimes exceed borrowers' capabilities.
Meanwhile, policy-based credit with preferential interest rates and longer loan terms helps people reduce debt repayment pressure and better balance their income.
In Hai Phong , policy credit funds continue to be strengthened to meet the needs of the people. In the first four months of 2026, 432 customers accessed capital to purchase social housing and build houses according to regulations. By the end of April 2026, the outstanding debt of the social housing program exceeded 411 billion VND from both central and local sources, an increase of 15% compared to the beginning of the year. The program for people to borrow to buy social housing has a significantly lower interest rate than the market average, at 5.4% per year.
Starting in early 2026, the city will allocate an additional 1,000 billion VND in entrusted capital through the Social Policy Bank, of which 280 billion VND will be used for loan programs to purchase or rent social housing, or for the construction, renovation, or repair of housing.
“Many people, when inquiring about the program, often first ask if they are eligible for a loan, because for many young families or working-class people, owning a stable home is still a significant pressure. We hope that policy-based capital will not only give people more opportunities to buy a house but also help them feel secure in their work, stabilize their lives, and settle down in the long term,” said Mr. Vu Tuan Hung, Deputy Director of the Social Policy Bank of the city.
Along with disbursing funds, the unit also coordinates with localities and entrusted organizations to ensure that the funds reach the right recipients, helping people access them more easily and reducing unnecessary procedures.
In recent years, Hai Phong has also been paying much attention to the development of social housing with the goal of increasing supply and expanding access to housing for low-income people, workers, and those eligible for social welfare policies.

A loan can't change lives instantly. But for many families like Duyen's or Thuy's, it can be the first step towards leaving temporary accommodations, opening the door to a stable home, and starting to plan for the long term future.
