According to many experts, the issue of counterfeit, substandard, or non-compliant steel remains a serious concern. Traceability will help regulatory agencies, businesses, and consumers easily verify product information, thereby reducing the risk of substandard goods circulating in the market.
The circular stipulates that businesses must provide basic information such as product name, origin, manufacturing and trading unit, and related data in the supply chain. The traceability system must also record important events from production and inspection to distribution according to current technical standards.
Dr. Le Dang Doanh believes that the application of identification codes and a data traceability system is a step forward in market management. Not only does it help prevent counterfeit goods, but this solution also creates a more transparent competitive environment for legitimate businesses. The circular also encourages compliance by allowing the use of identification marks on packaging, documents, and e-commerce platforms.
However, the implementation process also presents numerous challenges. Businesses need to invest in upgrading their management systems and connecting data with the Ministry of Industry and Trade's product traceability system via an API interface. Furthermore, maintaining consistent information flow across multiple distribution stages requires synchronized coordination throughout the entire supply chain.
To facilitate businesses' adaptation, the Circular stipulates a two-phase implementation roadmap. From July 1, 2026, businesses will register accounts, receive identification codes, and verify product information. From January 1, 2027, full traceability will become a mandatory requirement before goods are released to the market.
