In the context of increasingly fierce global technological competition, to gradually master strategic technologies such as artificial intelligence, semiconductors, biotechnology, or quantum technology, it is necessary to build a solid foundation for basic research, while also having strong investment mechanisms to create a technological breakthrough platform.

Basic research plays a fundamental role in the development and mastery of strategic technologies. The development practices of leading scientific and technological nations demonstrate that no advanced technology is built on a weak foundation of basic science. Breakthroughs in semiconductors, artificial intelligence, biotechnology, and quantum technology all stem from systematic, long-term investment in basic research.

For Vietnam, increasing investment in basic research is of particular importance in order to enhance endogenous scientific and technological capabilities, creating a foundation for gradually mastering strategic technologies and improving national competitiveness.

Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation also clearly states that strategic technology development must be linked to strengthening basic research capacity, thereby creating conditions for Vietnam to participate more deeply in the global technology value chain.

Basic research is not limited to purely theoretical studies; it has become the foundation for technological self-reliance and national security. Therefore, investing in basic research contributes to enhancing the competitiveness, technological self-reliance, and sustainable development of the nation.

To meet the demands of innovation, over the years, the Vietnam Academy of Science and Technology (Academy) has consistently identified basic research as one of its priority research directions, focusing on implementation and achieving positive results.

According to Nguyen Thi Van Nga, Director of the Center for Scientific Data and Information at the Vietnam Academy of Science, the implementation of basic research activities in the past period has focused on the number of international publications and intellectual property rights, creating a legal foundation for the institute's application activities. Specifically in 2025, the institute's scientists published 2,437 scientific works, with 2,332 published in prestigious journals; of which, the number of international publications remained high at 1,699. Notably, the number of publications in high-quality international journals (works in Q1, Q2 categories, or with an IF ≥ 1, Citescore…) reached 1,351.

If we consider the period from 2020 to 2025, the number of internationally published works by the Academy accounts for 72.6% of the total number of published works. Several basic research areas of the Academy have achieved positive results, such as in mathematics, where research directions have been maintained and expanded across almost all specialized fields.

In 2025, researchers at the Institute of Mathematics published 80 articles in international journals and one article in a national journal; of which, 70 were in SCI-E indexed journals…

Meanwhile, the field of physics has implemented a series of state-level, NAFOSTED, and VINIF projects, with the quality of research affirmed by a large number of prestigious international publications (ISI/Scopus).

The proportion of papers in the Q1 and Q2 categories in physics research is high, with research directions mainly focusing on several important areas such as: energy and semiconductor physics, theoretical and fundamental physics, applied and environmental physics, etc.

Building upon the achievements made, and in order to promote the connection between basic research and training and application to meet the breakthrough requirements of the country's science and technology development towards mastering strategic technologies, in the coming time, the Academy will strengthen its strengths in basic research and technology development, while expanding research fields to anticipate future research trends in the world.

Focus investment on upgrading laboratories in priority areas, aligning with human resources, development needs, and regional standards; strengthen strong research groups and support new research directions aligned with the development of the fourth industrial revolution…

Professor, Dr. Tran Hong Thai, President of the Academy, stated that to create breakthroughs in improving the effectiveness of basic research, the Academy is proposing to competent authorities the development of a medium-term budget mechanism of 3-5 years for strategic science programs, linked to evaluation at each stage rather than on a fiscal year basis, in order to increase the effectiveness of implementation in practice.

In addition, to promote commercialization and bring basic research to serve strategic technology development, the Institute will coordinate with relevant departments and agencies to build a complete supply chain from research and intellectual property protection to technology transfer and production.

The Academy also hopes that current ordering mechanisms will shift strongly towards the State and businesses proactively identifying major national problems, commissioning capable research groups with appropriate resources and time to promote basic research, and create momentum and a market for the development of strategic technologies.
