According to Hanoi 's estimates, the cost for a hairdressing trainee is 16.9 million VND, and air conditioner repair is nearly 11 million VND, making them the most expensive among the 30 entry-level vocational courses.
On November 1st, the Hanoi City People's Council announced the draft resolution regulating the prices of training services for 30 basic-level vocational courses. These prices include tuition fees, enrollment fees, quality assurance fees, and fees for issuing diploma and certificate templates.
According to the draft, hair design and styling is the most expensive profession – nearly 17 million VND per course, followed by B2 car driving (15.6 million VND), and air conditioner and refrigeration repair (10.9 million VND). These are the three professions with service fees exceeding 10 million VND.
High-quality rice cultivation is the profession with the lowest training cost - over 4.8 million VND. Some professions with service fees exceeding 5 million VND include fruit tree cultivation, poultry farming techniques, industrial sewing, and mobile phone repair.
Vocational training programs at the basic level last from 3 to 12 months, with a minimum of 300 hours of instruction.

Government Decree 81 of 2021 on the mechanism for collecting and managing tuition fees mentions a ceiling on the price of training services in the field of vocational education. Accordingly, this ceiling is determined based on economic and technical norms issued by the competent authority.
In March of this year, the Hanoi People's Committee issued a set of economic and technical norms for training in several basic-level vocational skills. This document clearly specifies the number of modules, the number of class hours for each module, and the necessary equipment for training. This is one of the bases for the City People's Council to draft a Resolution on vocational training service prices. From this, vocational schools can calculate their fees for their training programs, ensuring they do not exceed the regulations.
The draft resolution, open for public comment since November 1st, will apply to vocational schools in the capital city from 2024 if approved.
