The science and technology sector has identified the formation and development of a city-level Innovation Center, along with a network of innovation centers in various units and localities, as a strategically important task. This will create a crucial foundation for promoting the innovation ecosystem; connecting research institutes, universities, businesses, and investors; supporting businesses in technological innovation; developing innovative startups; and enhancing the competitiveness of localities in the new era. Simultaneously, the city is gradually developing its own local innovation ecosystem, creating an environment that attracts investment, research, development, and commercialization of technology.
Associate Professor Dr. Nguyen Vu Quynh, Vice Rector of Lac Hong University, stated: In the current context of global competition, innovation cannot develop if it relies solely on the university. Therefore, a collaborative model involving the State, universities, businesses, and investors will be the strategic direction to form a sustainable innovation ecosystem.

According to the 2025 Local Innovation Index (PII) published by the Ministry of Science and Technology, Dong Nai achieved 44.92 points, ranking 12th out of 34 localities nationwide. This result reflects the efforts of the entire political system, departments, and localities in gradually improving the foundational conditions for innovation. However, this result also shows that the locality still has much room for improvement and enhancement of innovation development indicators, especially when compared to Dong Nai's potential, advantages, and development position in the Southern key economic region.
As a developed industrial locality with many industrial parks and foreign-invested enterprises, Dong Nai is building mechanisms to support businesses investing in technological innovation, promoting research and development activities, and forming an ecosystem for startups and innovation in the digital technology sector.
The PII index contributes to identifying the potential and necessary conditions for promoting innovation. This index has become an important tool to help localities formulate policies and development strategies in the coming time. According to the results of the 2025 local innovation index, Dong Nai has high scores and rankings nationwide in the following pillars: infrastructure pillar, market development level pillar, etc. Besides that, the locality also needs to improve its scores and rankings in the pillars of institutions; human capital and research and development; enterprise development level; knowledge products, creativity and technology, etc.
At the end of May 2026, the People's Committee of Dong Nai City issued Plan No. 47/KH-UBND on the development of the innovation system and the creative startup ecosystem in the city in 2026.
Accordingly, the city strives to develop the innovation system and the creative startup ecosystem of Dong Nai city, with citizens and businesses at the center, scientists as key factors, research institutes and universities as research subjects; the State plays a leading role in creating institutions and flexible governance. At the same time, it aims to be among the leading provinces and cities in terms of the Local Innovation Index (PII). Specifically, Dong Nai strives to be among the top 5 provinces and cities in terms of the Local Innovation Index.
The plan outlines key solutions such as: researching and developing specific mechanisms for innovation and creative entrepreneurship in the city; developing a plan to improve the local innovation index in 2026 and the 2026-2030 period. Simultaneously, it includes organizing training and education on innovation thinking in the public sector; building a team of experts and advisors on innovation and creative entrepreneurship for the locality; and developing a database on science, technology, and innovation…
