Addressing the difficulties and obstacles of Project No. 1

On the afternoon of June 3rd, Mr. Nguyen Van Thi, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired a meeting to hear reports on the implementation and resolution of difficulties and obstacles of Project No. 1 - Duc Giang Nghi Son Chemical Complex in the Nghi Son Economic Zone.

According to the report, Project No. 1 - Duc Giang Nghi Son Chemical Complex was approved by the Chairman of the Provincial People's Committee in Decision No. 2152/QD-UBND dated June 11, 2020, with Duc Giang Nghi Son Chemical Company Limited as the investor. It has a capacity of 151,000 tons of chemicals per year, located in Tan Truong and Tung Lam communes (Nghi Son town), using 30 hectares of land. The total investment capital is 2,400 billion VND, of which 40% is contributed by the investor and 60% is mobilized capital. The project's progress, according to the Investment Registration Certificate, is scheduled to commence in June 2021 and be completed in December 2022.

To date, the investor has coordinated with the Nghi Son Town People's Committee to complete the compensation and land clearance work for the entire 30 hectares of the project. The investor has leveled 22.3 hectares out of 30 hectares; carried out geological exploration drilling, completing 177 boreholes to serve the preparation of the plant's design documents. In addition, the company has also completed several other related legal procedures.

However, the project still faces some obstacles in completing the fire safety documentation. The project is located in Industrial Zone No. 15, but the 1/2000 scale zoning plan for Industrial Zone No. 15 has not yet been approved, so there are no connection points for transportation and water supply/drainage systems close to the project boundary. Therefore, there is insufficient basis for the Ministry of Industry and Trade to appraise the feasibility study report. In addition, the relocation and resettlement project for some households in Lam Quang village, Tan Truong commune (Nghi Son town) has not been completed, affecting the implementation of some project components.

Comrade Nguyen Tien Hieu, Member of the Standing Committee of the Provincial Party Committee, Head of the Management Board of Nghi Son Economic Zone and industrial parks of the province, delivered a speech at the conference.

After hearing reports and opinions from various sectors at the conference, the Standing Vice Chairman of the Provincial People's Committee, Nguyen Van Thi, highly appreciated the efforts of the investor as well as the relevant sectors, units, and localities throughout the project implementation process.

Given the difficulties and obstacles of the project, the comrade requested the Provincial People's Committee Office to incorporate the opinions expressed at the conference and submit them to the Provincial People's Committee for a notice assigning tasks to relevant agencies and units to coordinate in completing the project's documentation and procedures.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi delivered the concluding remarks at the conference.

The Management Board of Nghi Son Economic Zone and Industrial Parks receives the company's application to allocate land in accordance with the law. Accordingly, within 5 days of receiving the company's application, the leaders of the Management Board of Nghi Son Economic Zone and Industrial Parks direct relevant departments to advise on the procedures for land lease. At the same time, within 5 days of receiving the application from the Management Board of Nghi Son Economic Zone and Industrial Parks, the Department of Natural Resources and Environment must submit it to the Provincial People's Committee for review and approval before assigning the land lease decision to the Management Board of Nghi Son Economic Zone and Industrial Parks.

The Management Board of Nghi Son Economic Zone and industrial parks continues to study the legal regulations related to investment adjustment dossiers. In addition, the company needs to complete the procedures in case adjustments are required.

Authorities continue to pay attention to and support the company in completing investment procedures, as well as related legal aspects. Nghi Son town is accelerating the investment progress of the resettlement project for affected people.

Duc Giang Nghi Son Chemical Company Limited must complete procedures related to fire prevention and control based on submissions to central ministries and agencies, and strive to complete them in the third quarter of 2024. Simultaneously, the company must continue to research expanding investment, as well as coordinate with relevant departments, agencies, and localities to complete the remaining procedures; prepare the necessary conditions according to the law to commence the project in the third quarter of 2024.
