On the afternoon of June 3, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a conference to listen to a report on the implementation status and resolution of difficulties and problems of project No. 1 - Duc Giang Nghi Son Chemical Complex in Nghi Son Economic Zone.

According to the report, Project No. 1 - Duc Giang Nghi Son Chemical Complex was approved by the Provincial People's Committee Chairman in Decision No. 2152/QD-UBND dated June 11, 2020, invested by Duc Giang Nghi Son Chemicals One Member Co., Ltd. with a capacity of 151,000 tons of chemicals/year, located in Tan Truong and Tung Lam communes (Nghi Son town), with a land area of ​​30 hectares. Total investment capital is VND 2,400 billion, of which the investor's capital contribution is 40%, mobilized capital is 60%. The project progress according to the Investment Registration Certificate is to start construction in June 2021 and complete in December 2022.

Up to now, the investor has coordinated with the People's Committee of Nghi Son town to complete the compensation and site clearance for the entire 30 hectares of the project. The investor has leveled 22.3 hectares/30 hectares; deployed geological exploration drilling, completed 177 drills to serve the work of preparing the factory design documents. In addition, the company has also completed a number of other related legal procedures.

However, up to now, the project still has some problems in completing the fire prevention and fighting records. The project belongs to industrial zone No. 15, but currently industrial zone No. 15 has not yet approved the construction zoning plan at a scale of 1/2000, so there is no traffic connection location, water supply and drainage close to the project boundary. Therefore, there is not enough basis for the Ministry of Industry and Trade to appraise the feasibility study report. In addition, the project of migration, population arrangement, and resettlement of some households in Lam Quang village, Tan Truong commune (Nghi Son town) has not been completed, affecting the implementation of some construction items of the project.

After listening to reports and opinions from various sectors at the conference, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi highly appreciated the efforts of the investor as well as relevant sectors, units and localities throughout the project implementation process.

With the difficulties and problems of the project, he requested the Provincial People's Committee Office to absorb the opinions at the conference to submit to the Provincial People's Committee to issue a notice assigning tasks to relevant agencies and units in the coordination work to complete the project's documents and procedures.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi delivered a concluding speech at the conference.

The Management Board of Nghi Son Economic Zone and Industrial Parks receives the company's documents to carry out land allocation in accordance with the provisions of law. Accordingly, within 5 days of receiving the company's documents, the leaders of the Management Board of Nghi Son Economic Zone and Industrial Parks direct relevant departments to advise on land lease procedures. At the same time, within 5 days, after receiving the documents from the Management Board of Nghi Son Economic Zone and Industrial Parks, the Department of Natural Resources and Environment must submit them to the Provincial People's Committee for consideration and approval to assign the Management Board of Nghi Son Economic Zone and Industrial Parks to decide on land lease.
