Educational institutions are gradually improving their enrollment and training capabilities, expanding quality assurance conditions, and creating more learning opportunities for students. Schools compete on a level playing field, transparently, and are compelled to demonstrate genuine quality to attract students.

By 2025, the shortcomings of early admissions and the allocation of quotas among different admission methods and combinations will be largely resolved. The entire admissions process will be unified and transparent, minimizing unreasonable discrepancies in cutoff scores between different admission methods for the same major and school. The high enrollment rate reflects increased confidence among students and society in the quality of education. However, maintaining too many admission methods confuses candidates and poses significant challenges for educational institutions in organizing the admissions process.

Based on that reality, in the guidelines for implementing the tasks of the 2025-2026 academic year for higher education and teacher training colleges, the Ministry of Education and Training emphasizes the requirement to finalize and announce the 2026 admissions plan early, focusing on thoroughly addressing issues of fairness and reliability.

At the same time, the admissions plan should be implemented in a stable manner, reducing the number of methods, ensuring consistency with the 2018 General Education Program, and positively impacting teaching and learning activities in secondary schools. This requirement was reiterated in the recently issued plan for university and college admissions in 2026 by the Ministry of Education and Training .

Following the directives of the Ministry of Education and Training, many higher education institutions have already planned their admission methods for this year; among them, combined selection is a notable trend. According to Ms. Dam Minh Anh, Deputy Head of the Training Department at the University of Education ( Da Nang University), the 2018 General Education Program allows students to proactively choose subjects according to their abilities, interests, and career orientation. Developing an integrated admission method based on multiple criteria is an approach consistent with the spirit and principles of the program.

This approach allows students with diverse strengths to receive a comprehensive assessment, reducing the pressure associated with using single criteria. Universities can more easily evaluate students' abilities comprehensively, reducing their reliance on a single criterion; thus, they can select suitable candidates and enhance flexibility and proactiveness in designing admission methods aligned with training objectives, industry specifics, and the practical conditions of program implementation.

However, Ms. Dam Minh Anh also noted that adjusting the admission method needs to minimize negative impacts on candidates. Universities should develop admission criteria that are scientific, clear, and easily accessible to candidates and society. The admission system must be transparent, accurate, and avoid overlaps or disadvantages for candidates who do not participate in certain supplementary assessment methods.

In addition, early announcement of admission information, along with timely, clear, and consistent communication, will help students, parents, and society understand correctly, make the right choices, and be proactive.

It can be said that streamlining the admissions process and integrating multiple criteria into a single method is a suitable adjustment. When the admissions plan is scientifically designed, announced early, and clearly communicated, candidates can proactively prepare; schools can easily organize the selection process; and thus, improve the quality of admissions in the new context.
