Social monitoring and feedback from the grassroots level.

To promote its role in social supervision and criticism, the Vietnam Fatherland Front Committees at all levels in the province have focused on innovating the content and methods, effectively implementing activities, promoting the role of representing and protecting the people's right to self-governance, creating social consensus, and contributing to building a strong Party and government.

The conference reviewed the draft decision of the Provincial People's Committee on regulations in the field of land management.

Ms. Giang Thi Huong, Vice Chairwoman of the Vietnam Fatherland Front Committee of the province, said: The Fatherland Front Committees at all levels in the province have closely followed the joint resolution of the Central Committee of the Vietnam Fatherland Front, selecting monitoring and critical review content appropriate to the local reality; presiding over and coordinating with political and social organizations at the same level to agree on a program for social monitoring and critical review.

From 2024 to the present, the Vietnam Fatherland Front Committees at all levels in the province have organized 315 monitoring activities; provincial political and social organizations have chaired 7 monitoring activities; people's inspection committees have monitored 405 activities; and community investment monitoring committees have monitored 605 out of 691 projects in communes, wards, and towns.

The monitoring focuses on the responsibilities of district-level People's Committees in implementing administrative procedures for issuing certificates of land use rights, ownership of houses and other assets attached to land; receiving citizens, resolving complaints, denunciations, petitions, and feedback from voters and the people, in conjunction with cultivating and improving the ethics and lifestyle of leaders, key officials, and cadres and Party members; implementing anti-corruption work; implementing the Law on Democracy at the grassroots level; implementing national target programs, etc.

Following each monitoring session, the strengths, weaknesses, shortcomings, and deficiencies in the implementation of the Party's guidelines and the State's policies and laws were identified; at the same time, individuals, Party committees, governments, and relevant departments were requested to consider and resolve outstanding issues and take corrective measures.

The community monitoring board of Huoi Bua village, Muong Hung commune, Song Ma district, is supervising the construction of the road from the commune center to the village.

Mr. Song A Nai, Chairman of the Vietnam Fatherland Front Committee of Muong Hung commune, Song Ma district, informed: From 2024 to the present, 38 projects including roads, water supply, cultural houses, and irrigation systems have been newly invested in and repaired in the commune. The Fatherland Front Committee of the commune has established a community monitoring committee to supervise the construction of projects, ensuring progress, adherence to design, and preventing loss and waste.

In addition, from 2024 to the present, the Standing Committee of the Vietnam Fatherland Front Committee of the province has chaired 11 social critique conferences on draft decisions of the Provincial People's Committee promulgating regulations on land allocation limits, recognition of land use rights, and transfer of agricultural land use rights; regulations on compensation, support, and resettlement when the State recovers land; regulations on procedures for short-term land lease, etc.

The Vietnam Fatherland Front Committees of districts and cities chaired social critique sessions on 137 draft documents; communes, wards, and towns conducted social critique sessions on 540 draft documents of the same-level government, helping the drafting agencies and organizations to incorporate feedback and make revisions, contributing to improving the quality of documents, projects, and drafts.

Continuing to promote its role in representing and protecting the legitimate rights and interests of its members and the people, the Vietnam Fatherland Front Committees at all levels will continue to coordinate efforts to improve the quality and effectiveness of social supervision and criticism; focusing on supervising national target programs, socio-economic development programs and projects; and policies and regulations related to people's lives...
