The Ministry of Finance has just issued Circular No. 43/2024/TT-BTC stipulating the rates of certain fees and charges to further alleviate difficulties and support production and business activities.
Accordingly, from July 1, 2024 to December 31, 2024, the Ministry of Finance will reduce the fee for issuing licenses for the establishment and operation of banks by 50%.

The Ministry of Finance also applied a 50% reduction to fees for issuing citizen identification cards; fees for issuing licenses for the establishment and operation of non-bank credit institutions; fees for filing applications for intellectual property protection; fees for issuing certificates of practice for industrial property representatives, publishing and registering industrial property representatives; fees for assessing the content of non-commercial documents for granting publishing licenses; fees for licensing the import of non-commercial publications; fees for registering the import of publications for commercial purposes...
In addition, the Ministry of Finance also reduced by 50% the fees for appraisal and approval of fire prevention and fighting designs; fees for granting licenses to send workers abroad for fixed-term employment; industrial property fees; fees for using railway infrastructure; fees for appraisal and granting licenses for international and domestic travel services; fees for appraisal and granting of tour guide cards, etc.
In this circular, the Ministry of Finance also reduced many fees and charges by 10-30%, such as: fees for assessing and issuing certificates, licenses, and permits in civil aviation activities; fees for issuing permits to enter and exit restricted areas at airports; fees for entry and exit at airports for foreign flights to Vietnamese airports; and customs fees for foreign flights to Vietnamese airports.
The Ministry of Finance also reduced fees and charges in the securities sector by 50% (except for two fees and charges: the fee for issuing new, renewing, or reissuing certificates of securities practice for individuals practicing securities at securities companies, securities investment fund management companies, and securities investment companies; and the fee for supervising securities activities...).
From January 1, 2025 onwards, the collection of fees and charges stipulated in the above-mentioned schedule will be implemented according to the regulations in the original circulars, Circular No. 63/2023/TT-BTC and any amending, supplementing or replacing circulars (if any).
This Circular is effective from July 1, 2024 to December 31, 2024.
This is the fourth time, within its authority, the Ministry of Finance has issued a circular stipulating a reduction in fees and charges by 10-50%.
The Ministry of Finance estimates that the budget will see a revenue reduction of approximately 700 billion VND this year due to the reduction of these fees and charges.
According to authorities, this reduction in fees will help businesses and people stabilize production and business activities, contributing to economic recovery and growth.
