Recently, a series of issues related to tutoring have been discussed on various forums and have attracted a large number of interested people.


According to a survey by the Vietnam National University Ho Chi Minh City, 63.57% of teachers expressed a desire to legalize tutoring activities, including tutoring at home and online, to increase their income. So, should primary school teachers be allowed to provide tutoring like teachers at other levels?

Circular No. 29/2024, recently issued by the Ministry of Education and Training, stipulates that supplementary teaching and learning are additional teaching and learning activities beyond the time allotted in the educational plan for subjects and educational activities in the general education program at the lower and upper secondary levels.

Article 4 of Circular 29 stipulates that teachers are not allowed to organize extra classes for primary school students, except for training in arts, physical education, sports, and life skills.

At the same time, teachers are not allowed to provide extra tutoring outside of school to students they are assigned to teach according to the school's educational plan, and teachers in public schools are not allowed to participate in managing or supervising extra tutoring outside of school, but they may participate in teaching extra classes outside of school.

Therefore, primary school teachers are still allowed to participate in extracurricular tutoring, but only for classes in arts, physical education, and life skills training. If primary school teachers participate in tutoring academic subjects, it is considered a violation of regulations.

Principles of tutoring and supplementary learning.

Article 3 of Circular 29 stipulates that supplementary tutoring may only be organized when students have a need for it and with the consent of their parents or guardians. Schools, organizations, and individuals organizing supplementary tutoring are prohibited from using any form of coercion to force students to attend.

The content of supplementary teaching and learning must not violate Vietnamese law, and must not be prejudiced based on ethnicity, religion, occupation, gender, or social status. The content of the school's curriculum must not be reduced to make way for supplementary teaching.

Extracurricular tutoring must contribute to the development of students' qualities and abilities; it should not interfere with the implementation of the school's educational program or the teachers' subject curriculum.

The duration, time, location, and format of supplementary tutoring must be appropriate to the psychological and physiological development of the age group, ensuring the health of students; complying with legal regulations on working hours, overtime hours, and legal regulations on security, order, safety, environmental hygiene, and fire prevention in the area where supplementary tutoring classes are held.
