The southern sub-region of the province comprises 33 communes and wards: Tay Yen, Dong Thai, An Bien, Dong Hoa, Tan Thanh, Dong Hung, An Minh, Van Khanh, Thanh Loc, Chau Thanh, Binh An, Giong Rieng, Thanh Hung, Long Thanh, Hoa Hung, Ngoc Chuc, Hoa Thuan, Dinh Hoa, Go Quao, Vinh Hoa Hung, Vinh Tuy, Son Kien, My Thuan, Tan Hoi, Tan Hiep, Thanh Dong, Vinh Hoa, U Minh Thuong, Vinh Binh, Vinh Thuan, Vinh Phong, Vinh Thong, and Rach Gia.
The sub-region stretches from rice paddies to the coastal areas. It has a large land area and ample space for development. This is a key agricultural production area of the province, playing a crucial role in ensuring food security, providing raw materials for processing, and creating livelihoods for the people. It also opens up new avenues for renewable energy and marine economy .
Planning must unlock resources.
At the meeting, Chairman of the Provincial People's Committee Ho Van Mung acknowledged the efforts of the localities in the first quarter. Socio-economic conditions remained stable. Some areas achieved good results in budget revenue and public investment disbursement. The two-tiered local government model operated smoothly, serving the people better.

The requirements of the meeting were clearly stated. All communes, wards, and special zones must complete their planning by June 2026. Planning should not stop at the drawing board. Planning must pave the way for development, mobilize resources from land, and review inefficient production areas for appropriate conversion. Land must be profitable. People must have stable jobs. Departments, agencies, and localities must connect with businesses and work directly with investors. Growing and raising areas must be linked to processing plants. People must work and live locally. That is the sustainable approach.
According to Chairman of the Provincial People's Committee Ho Van Mung, transportation infrastructure continues to be a top priority. Investment must be one step ahead. Land and resource management must be strict. Security and order must be maintained, preventing the emergence of hotspots. A consistent requirement is to improve the quality of grassroots officials. In 2026, the focus will be on people. Officials must be competent. Evaluations must be genuine. Those who do not meet the requirements must be replaced. There will be no gaps in the system.
Maintain stability, identify bottlenecks.
According to the report, the first quarter showed many positive aspects. Policies for those who rendered meritorious services to the revolution, poor households, and social welfare beneficiaries were fully implemented. Primary healthcare facilities provided basic health care. Disease prevention and control efforts were proactive. National defense and security were maintained. Administrative discipline was strengthened.
Some notable figures: Binh An commune achieved 66.34% of its budget revenue target; Thanh Dong commune achieved 49.23%; and Rach Gia ward achieved 44.9%. Regarding the disbursement of public investment capital, Tan Thanh commune achieved 100%; and Long Thanh commune achieved 79.36%. Many localities still have low disbursement rates, with some areas yet to disburse funds. Bottlenecks have been identified.

Administrative reforms continue to progress. The rate of timely and early resolution of cases is almost absolute. Processing time has decreased by approximately 30%. Citizens benefit directly, and trust is strengthened. However, there are still disparities in the handling of complaints and denunciations between localities.
Concluding the meeting, Chairman of the Provincial People's Committee Ho Van Mung emphasized: Maintain the growth momentum, remove bottlenecks, and build a solid foundation at the grassroots level. In April, communes, wards, and special zones must proactively propose the decentralization of tasks. The administrative apparatus must operate smoothly. Work must reach the people.
The southern sub-region has land, people, and potential. With proper planning, effective land exploitation, and responsible officials, this region will develop significantly, contributing to a new momentum for the entire province.
