Removing obstacles for key transportation projects.

Two key transportation projects are facing difficulties with land clearance, therefore the Secretary of the Quang Nam Provincial Party Committee has requested the relevant units to urgently resolve the difficulties and accelerate the project progress.

Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet recently inspected the progress of land clearance for key transportation projects and held a working session with the Provincial Project Management Board for Investment and Construction of Transportation Projects.

Accordingly, the Secretary of the Quang Nam Provincial Party Committee inspected two key transportation projects: the project to complete the 129 coastal road (Vo Chi Cong) – Component 1 and the regional connectivity project in Central Quang Nam province.

Reporting to the working group, Mr. Nguyen Thanh Tam, Director of the Quang Nam Provincial Investment and Construction Project Management Board for Transportation Works – the investor – stated that the project to complete the coastal road 129 (Vo Chi Cong) – Component 1, with a length of 26.5 km, passing through Nui Thanh district and Tam Ky city, has a total investment of 1,076 billion VND.

The Secretary of the Quang Nam Provincial Party Committee worked with the Provincial Project Management Board for Investment and Construction of Transportation Infrastructure Projects.

However, to date, only 8.1 km of land has been cleared from the previous rescue and relief project in Nui Thanh district in 2012, while the remaining land has not yet been handed over for construction.

Currently, construction units are removing weathered soil from the roadbed in sections where the ground is level and preparing for the construction of Tam Tien Bridge and Diem Tra Bridge. Simultaneously, construction is underway on Tam Hiep Bridge, An Tan 2 Bridge, and street lighting.

For the Central Vietnam regional connectivity project in Quang Nam province, the total investment is over 768 billion VND, using ODA loans from the Korea Economic Development Cooperation Fund and state budget funds. The project has a total length of approximately 31.5 km, passing through four districts: Thang Binh, Phu Ninh, Tien Phuoc, and Bac Tra My.

The project commenced on July 19, 2023, and is expected to be completed on December 5, 2025. Since its commencement, it has reached 26% completion. In 2024, the projected construction output is over 268 billion VND.

According to Mr. Tam, the cost of compensation, land clearance, and resettlement is 125.5 billion VND. However, the actual cost has exceeded this amount; the updated estimated value at the end of 2023 was over 323 billion VND. To date, compensation plans totaling over 94 billion VND have been approved.

Mr. Nguyen Thanh Tam, Director of the Project Management Board for Investment and Construction of Transportation Works in Quang Nam Province, reported on the progress of the projects.

“Although local authorities have actively directed the implementation of compensation, land clearance, and resettlement for the project, the results so far are still slow and have not met the construction schedule. To date, the Transport Department has received handover of land for 7.18/31.47 km (22.8%), but the land is not continuous,” Mr. Tam said.

Mr. Tam stated that 2024 is a year of acceleration, with the goal of completing the 2020-2025 medium-term plan by 2025. Therefore, he requested the Standing Committee and the People's Committee of Quang Nam province to direct localities and sectors to be determined and highly focused on land clearance for key projects to speed up construction progress.

There are penalties for failure to complete the task.

Mr. Luong Nguyen Minh Triet, Secretary of the Quang Nam Provincial Party Committee, stated that these are key projects, celebrating the upcoming congress, and importantly, the funds have already been allocated. If the units fail to implement them on schedule, additional budget funds will be wasted in subsequent years.

Therefore, Mr. Triet suggested that the Provincial People's Committee, the Transport Department, and relevant local departments and agencies should address and resolve the difficulties to accelerate the progress of the projects. He also requested that the Provincial People's Committee expedite the allocation and regulation of funds.

The Secretary of the Quang Nam Provincial Party Committee concluded the meeting.

Furthermore, Mr. Triet requested a more flexible approach to personnel management to facilitate compensation and land clearance; directed adjustments to land use planning and plans to ensure suitability; and, in particular, focused on issuing a list of material quarries serving key projects.

Regarding local authorities, Mr. Triet suggested focusing on land clearance, which is the number one priority because whether or not funds can be disbursed and whether or not the project progresses depends on the availability of land. Local authorities also need to be flexible and proactive in plans related to resettlement. In particular, they need to carefully study the relevant legal regulations before implementation, as there is still confusion, hesitation, and fear of responsibility.

"Since this is a key project, the approach must also be key. Land clearance is a top priority political task for localities, and it is linked to the responsibility of the leaders."

"Now there is no shortage of capital, so the province is not worried about funding issues. Others worry about not having money, while we worry about having money but not being able to spend it in time. Therefore, if the progress of key projects is not completed due to subjective reasons, the head of the agency must take responsibility, and there will be sanctions and disciplinary action," the Secretary of the Quang Nam Provincial Party Committee affirmed.

Regarding investors, Mr. Triet requested a commitment to project progress once the local authorities hand over the land, with construction commencing as soon as land is handed over. At the same time, investors should have a very specific progress plan with clear responsibilities, prioritizing tasks that can be completed first, and coordinating closely with local authorities to ensure the project progresses according to schedule.
