We need to solve the "problem" for cashew trees.

Mr. Nguyen Ngoc Tuan's family in Dak Con village has 3 hectares of cashew trees that they have been growing for over 20 years, but for the past 3 years they have suffered continuous crop failures. According to Mr. Tuan, in previous years, the average yield per hectare was over 2 tons, but for the past 3 years, the crop has consistently failed, with yields only ranging from 7-8 quintals per hectare. The reasons are climate change, unseasonal rains, and frost causing flower drop. In particular, recently, mosquito bugs have attacked the trees, resulting in black-spotted, low-quality nuts on the branches that bear fruit.

Cashew blossoms are drying up and falling off, and cashew nuts are developing black spots due to mosquito bug attacks, causing farmers in Bu Gia Map to worry about the 2025 cashew crop.

Cashew yield in Bu Gia Map commune in 2025 is expected to decrease by two-thirds compared to 2022.

Not far away, Mrs. Luong Thi Nhi's 3-hectare cashew orchard is in a similar situation. Having been loyal to cashew cultivation for nearly 20 years, Mrs. Nhi doesn't know why the trees have been severely affected by disease in recent years, risking a significant crop failure. "Previously, the cashew orchard always yielded good harvests, but for the past three consecutive years, it has suffered crop failures due to black kernels and burnt flowers, for reasons unknown. Based on this situation, I asked the agricultural extension officer in the commune about the cause and bought pesticides from the dealer. However, I only managed to save a small portion; the rest suffered heavy losses. I hope that higher-level officials will send technicians to provide training on how to care for the orchard to save it," Mrs. Nhi requested.

This is a common situation in many cashew orchards in Bu Gia Map commune. Besides climate change and unseasonal rains causing the flowers to dry and fall, recently there has been an attack by mosquito bugs on the orchards, and no solution has yet been found, so people are very worried about this year's cashew crop.

With decades of experience in cashew cultivation, the Head of the Fatherland Front Committee of Dak Con village, Dinh Van Chuong, said: "Currently, climate change and unseasonal rains are affecting the flowering and fruiting process of cashew trees. In particular, the 2025 cashew season saw a very dangerous mosquito bug infestation, so we encouraged farmers to actively spray pesticides, but it still spread rapidly and was beyond saving. This type of bug is very sensitive; just hearing the sound of a spray nozzle will make them fly out of the garden and take shelter elsewhere, returning when the spray wears off. Therefore, the best solution is to spray simultaneously and to hit the bugs directly on their bodies to kill them. However, this is difficult to implement because everyone does it their own way; one house sprays today, and another house sprays 3-4 days later, so the bugs keep coming back," Mr. Chuong explained.

Over 90% of the people in Bu Gia Map are engaged in agriculture , cultivating 3,988 hectares of various crops, including 2,373 hectares of cashew trees, accounting for 60%. Cashews have long been considered a poverty-reducing crop in the area, but fluctuating prices, especially the consecutive years of cashew crop failures, have made increasing the income of people in this remote commune a difficult challenge.

Determined to get involved

According to Pham Sy Hoan, Secretary of the Party Committee of Bu Gia Map commune, the biggest challenge currently is the income criterion. The commune has only reached 28.5 million VND per person per year, while the target is 48 million VND per person per year. This is due to the unstable prices of agricultural products in recent years, prolonged droughts, and frequent disease outbreaks leading to cashew crop failures. Although the locality has abundant raw materials, there are no industrial zones or production and business facilities to create jobs and increase income for the people, making it difficult to meet the set target. This is a difficult problem for this particularly disadvantaged commune. To increase income, the locality is focusing on directing socio-economic development down to each household, linking it with the development of tourism and services to increase people's income.

Currently, the commune has 97 poor households, accounting for 5.5%, a decrease of 30 households compared to the beginning of 2024, meeting the set criteria. In 2025, the commune will continue to mobilize resources to strive to reduce the number of poor households by another 54. Through a review, the commune still has 61 dilapidated or temporary houses belonging to poor, near-poor, and policy beneficiary households that are currently receiving investment for construction, including 52 new houses and 9 houses undergoing repairs. For other households facing housing difficulties, a review is underway, and proposals for house construction or repairs will be made in the near future.

The entire Bu Gia Map commune has over 100km of roads of all types, including 28km of provincial and district roads that have been 100% asphalted, wide, and well-maintained, creating convenient and smooth connections not only with other communes in the district but also throughout the province. In addition, over 85% of the main commune roads and village roads have been asphalted, concreted, or hardened. According to Nguyen Minh Phuc, Vice Chairman of the Bu Gia Map Commune People's Committee, despite receiving investment in transportation from various sources, the current difficulty is that some production roads and village lanes cannot be paved due to forest land that has not yet been transferred to local management and lacks a general planning map. Therefore, to complete the transportation criteria, legal support and attention are urgently needed.

To increase income, the Party Committee and government of Bu Gia Map commune are seeking solutions to overcome challenges, improve cashew orchard productivity, and enhance the lives of the people. At the same time, they are strengthening dialogue to understand the thoughts and aspirations of the people, as well as mobilizing their efforts and resources to implement the criteria for New Rural Development. With the hope that synchronized infrastructure and convenient, smooth transportation connections, the local government and people will take decisive action to solve the income problem and bring the commune to the finish line of New Rural Development according to the set roadmap.

The New Rural Development Program is a major policy of both the Provincial and District Party Committees. Therefore, the Commune Party Committee has issued a specialized resolution and directed the Commune People's Committee to strive to achieve the target by 2025 according to the set roadmap. By mid-March 2025, after self-assessment, the commune has met 16 out of 19 New Rural Development criteria and will launch a campaign throughout the Party Committee, government, and people to complete the remaining criteria.
