Signing contract for component project 1 of the North-South Expressway, West section, Gia Nghia

This morning, June 29, the People's Committee of Binh Phuoc province coordinated with the Vingroup - Techtra consortium to sign the Build - Operate - Transfer (BOT) contract for Component 1 of the North - South Expressway, the western section of Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) under the public-private partnership (PPP) method.

Attending the ceremony, on behalf of Binh Phuoc province, there were alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Ton Ngoc Hanh; Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Huynh Thi Hang; Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Committee Tran Tue Hien; Vice Chairmen of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee and departments, branches and localities.

On the side of the Investor Consortium, there are Mr. and Mrs. Tran Quoc Nguyen, Chairman of the Board of Directors of Techtra Infrastructure Investment and Development Joint Stock Company; Le Khac Hiep, Vice Chairman of VinGroup Corporation; Hoang The Cuong, General Director of Techtra Infrastructure Investment and Development Joint Stock Company; Nguyen Thi Loc, Executive Director of Techcombank Southern Region.

Regarding the guest delegates, there were representatives of leaders of Dak Nong province, Dong Nai province and business units inside and outside the province attending the ceremony.

Component project 1, the North-South Expressway West section Gia Nghia - Chon Thanh has a total length of about 124.13 km, of which the section through Dak Nong province is about 23.1 km long, the section through Binh Phuoc province is about 101.03 km long. The project investment scale is 6 lanes, with continuous emergency lanes, with a roadbed width of 32.25 m, the section through Dong Xoai city is 33 m. The investment is divided into 4 expressway lanes, with a roadbed width of 24.75 m; the section through Dong Xoai city is 25.5 m, design speed of 120 km/h. The total investment of the project is about 19,965 billion VND; including: the central budget capital participating in the project is 6,842 billion VND, the capital mobilized by the Investor is about 12,134 billion VND. Implementation time from 2025, basically completed in 2026 and put into operation in 2027. The toll collection period of the project is 29 years and 4 months.

Chairman of the Provincial People's Committee Tran Tue Hien requested investors and project enterprises to direct and urge contractors to increase machinery, equipment, and human resources, focus on and speed up construction progress to bring the project to the finish line, achieve and exceed the set schedule in the spirit of compliance with regulations, ensuring quality, progress, and safety.

Speaking at the signing ceremony, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien emphasized that the Gia Nghia - Chon Thanh expressway project is of special importance, not only for Binh Phuoc and Dak Nong provinces but also for the entire Central Highlands and Southeast regions. The route plays the role of a strategic connection axis, closely linking the two provinces and many other localities with Ho Chi Minh City - the most dynamic economic center of the country.

Mr. Tran Quoc Nguyen, Chairman of the Board of Directors of Techtra Infrastructure Investment and Development Joint Stock Company, committed to comply with the contract, mobilize sufficient resources to construct the project on schedule, and ensure the best quality.

The formation of the expressway not only expands the development space, creating new growth momentum for both regions, but also effectively exploits the potential of land, promotes the development of tourism, processing industry, mineral exploitation industry and other key economic sectors. The project, after completion, will shorten travel time, reduce logistics costs, promote trade, attract investment; at the same time, contribute to ensuring national defense, security and enhancing regional connectivity towards sustainable development.

Given the importance of the project, Chairman of the Provincial People's Committee Tran Tue Hien requested: Investors and enterprises to promptly carry out survey work, prepare design documents to be implemented after the basic design; select construction units with sufficient capacity, experience and reputation to participate in the project implementation; promptly implement the construction of the expressway component project in accordance with the direction of the Government and the Prime Minister; contribute to welcoming the Party Congresses at all levels.

Investors and project enterprises direct and urge contractors to increase machinery, equipment, and human resources, focus on and speed up construction progress to bring the project to the finish line, achieve and exceed the set schedule in accordance with regulations, ensure quality, progress, and safety; and prevent corruption, negativity, group interests, and waste, Chairman of the Provincial People's Committee Tran Tue Hien noted.

For the investors of Component Project 4, Component Project 5 and the localities where the Project passes through, Chairman of the Provincial People's Committee Tran Tue Hien requested to focus on urgent implementation and early completion of site clearance work for handover of construction. Periodically conduct audits of the signed BOT Contract to re-evaluate the project's financial plan; from there, negotiate and sign contract appendices, adjust the financial plan in accordance with regulations, in accordance with reality.

This is a very important project, receiving special attention from the Prime Minister and great expectations from leaders and people of Binh Phuoc province. Therefore, the joint venture investor has strengthened coordination, committed to implementing the contract, mobilizing enough resources to construct the project on schedule, ensuring the best quality.
