2026: Strive for GDP growth of 10% or more

On the morning of November 13, the National Assembly passed the Resolution on the socio-economic plan for 2026. This is the first year of implementing the 5-year plan 2026-2030, taking place during the 14th Party Congress. The set target is to strive for GDP growth of 10% or more, with GDP per capita reaching 5,400 - 5,500 USD.

According to the National Assembly's electronic portal, on the morning of November 13th, the National Assembly passed a Resolution on the socio -economic development plan for 2026 with a majority of votes in favor. The Resolution identifies 2026 as a year of significant importance. This year will see the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term. It will also be the first year of implementing the 5-year socio-economic development plan for 2026-2030.

The resolution identifies the priority objective of promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Simultaneously, by 2026, efforts will be intensified to build and comprehensively improve development institutions to promptly address bottlenecks and unleash all resources. The resolution clearly states the need to enhance strategic autonomy and innovate the development model, with a focus on establishing a new growth model. Science and technology, innovation, and digital transformation are considered the main driving forces.

The resolution sets out key targets. The target growth rate of Gross Domestic Product (GDP) is 10% or higher, with GDP per capita reaching US$5,400-5,500. The average consumer price index (CPI) growth rate is projected at approximately 4.5%. The average social labor productivity growth rate is approximately 8.5%. The proportion of the manufacturing industry in GDP is expected to reach approximately 24.96%. The value added of the digital economy accounts for approximately 14% of the country's GDP.

In the social sector, the proportion of the workforce with degrees and certificates is approximately 29.5%. The unemployment rate among working-age people in urban areas is kept below 4%. The goal is to reduce the poverty rate by 1-1.5 percentage points according to the multidimensional poverty standard. In the healthcare sector , the number of doctors per 10,000 people is approximately 15.3. The number of hospital beds per 10,000 people is 34.7, and the health insurance participation rate must reach 95.5%. By 2026, the aim is to complete over 110,000 social housing units.

Regarding tasks and solutions, the National Assembly basically approved the contents presented by the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office. The National Assembly requested the Government and relevant agencies to continue prioritizing the promotion of growth. This priority should be linked to maintaining macroeconomic stability and controlling inflation. The Government needs to direct and manage synchronously, coordinating closely between fiscal and monetary policies. Fiscal policy should be reasonably expanded, with a focus on key areas. Monetary policy must be proactive, flexible, timely, and effective. Interest rate and exchange rate management should be consistent with macroeconomic developments and meet the capital needs of the economy. Credit flows should be directed towards production and business sectors and priority areas. The National Assembly also requested effective management of the gold market, real estate market, and stock market.

The National Assembly also requested continued comprehensive and significant breakthroughs in socio-economic infrastructure development. In particular, it is necessary to accelerate the disbursement of public investment capital starting from the beginning of 2026, prioritizing important national key projects. The construction of land databases in localities and the completion of real estate trading platforms also need to be expedited.
