According to the National Assembly Electronic Information Portal, on the morning of November 13, the National Assembly passed the Resolution on the 2026 socio -economic development plan with a majority of votes in favor. The Resolution identifies 2026 as an important year. This year will be the year of the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This is also the first year of implementing the 5-year socio-economic development plan 2026-2030.

The Resolution identifies the priority goal of promoting growth on the basis of maintaining macroeconomic stability, controlling inflation and ensuring major balances. At the same time, in 2026, the construction and synchronous completion of development institutions will be promoted to promptly remove bottlenecks and free up all resources. The Resolution clearly states the need to enhance strategic autonomy and innovate the development model, focusing on establishing a new growth model. Science and technology, innovation and digital transformation are considered the main driving forces.
The Resolution identifies key key targets. The growth rate of gross domestic product (GDP) strives to reach 10% or more, GDP per capita reaches 5,400 - 5,500 USD. The average growth rate of the consumer price index (CPI) is expected to be about 4.5%. The average growth rate of social labor productivity is about 8.5%. The proportion of processing and manufacturing industry in GDP reaches about 24.96%. The proportion of added value of the digital economy accounts for about 14% of the country's GDP.
In the social field, the rate of workers with degrees and certificates is about 29.5%. The unemployment rate among working age in urban areas is kept below 4%. The target is to reduce the poverty rate by 1-1.5 percentage points according to the multidimensional poverty standard. In terms of health , the number of doctors per 10,000 people is about 15.3 doctors. The number of hospital beds per 10,000 people is 34.7 beds, the rate of health insurance participation must reach 95.5%. By 2026, strive to complete over 110,000 social housing units.
Regarding tasks and solutions, the National Assembly basically approved the contents submitted by the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit. The National Assembly requested the Government and relevant agencies to continue to prioritize promoting growth. This priority is associated with maintaining macroeconomic stability and controlling inflation. The Government needs to direct and operate synchronously, closely coordinating fiscal and monetary policies. Fiscal policy needs to be expanded reasonably, with focus and key points. Monetary policy must be proactive, flexible, timely, and effective. The management of interest rates and exchange rates needs to be consistent with macroeconomic developments, meeting capital needs for the economy. Credit flows need to be directed to production and business sectors and priority sectors. The National Assembly requires effective management of the gold market, real estate market, and stock market.
The National Assembly also requested to continue to synchronously complete and strongly make breakthroughs in socio-economic infrastructure. In particular, it is necessary to accelerate the disbursement of public investment capital from the beginning of 2026, prioritizing important and key national projects. The construction of land databases in localities and the completion of real estate trading floors also need to be accelerated.
