Proactively review and decisively correct mistakes.
Recently, Mr. Le Dai Duong, Chairman of the People's Committee of Bac Nha Trang Ward, chaired an emergency meeting to review and definitively resolve the application for a Certificate of Land Use Rights and Ownership of Assets Attached to Land (Land Title Deed) for Mr. Pham Van Tuan (residing in residential group 7, Ba Lang). This is a long-standing case that has encountered many obstacles due to administrative decisions made before the administrative boundary merger.

According to a report from the Department of Economy , Infrastructure and Urban Development, plot number 153 (located at 245 Pham Van Dong Street) is currently not subject to land expropriation under the 2024 Land Law. The previous decision to expropriate land for the Sacco Nha Trang Hotel project was overturned by the Da Nang High People's Court at the end of 2020.
Following closely the conclusion of the complaint resolution issued by the People's Committee of Khanh Hoa province on June 9, 2026, the leaders of Bac Nha Trang ward frankly acknowledged that the previous refusal documents from the former agencies were unsatisfactory and needed to be immediately revoked to ensure the legitimate rights of citizens.
Act swiftly, putting the people's interests first.
To avoid keeping residents waiting in vain, the Chairman of the People's Committee of Bac Nha Trang Ward has set urgent deadlines for resolving the issue.
Specifically, the head of the ward government requested that the relevant departments complete the cancellation of the old notice refusing to issue the land ownership certificate no later than June 22, 2026. At the same time, the process of advising, handling, and preparing the application for a new land ownership certificate for Mr. Pham Van Tuan's household must be completed no later than June 25, 2026, to ensure the full rights of the land user are protected in accordance with the provisions of the 2024 Land Law.
To ensure this rapid progress, the People's Committee of the ward directly assigned Mr. Nguyen Duy Tuan – Vice Chairman of the People's Committee in charge of land affairs – to closely monitor and supervise the process. The ward leaders emphasized that officials carrying out the task must demonstrate a proactive spirit, "dare to think, dare to act, and dare to take responsibility in their leadership and management," and absolutely not shirk or avoid responsibility.
Serious action will be taken if delays continue.
The Chairman of the People's Committee of Bac Nha Trang Ward affirmed that they will seriously consider and handle the responsibility of any organization or individual if delays in resolving administrative procedures for citizens continue without justifiable reasons, causing public dissatisfaction.
The decisive action and commitment to "matching words with deeds" by the People's Committee of Bac Nha Trang Ward in resolving land disputes for Mr. Pham Van Tuan's household is not only a clear testament to the local administrative reform efforts, but also demonstrates the dedication and vision of the innovative team of officials – always prioritizing the legitimate interests of the people as the guiding principle for all their actions.
